City Council <br />Meeting Minutes <br />October 2, 2007 <br />Page 4 of 12 <br />through a credit given on the water account of the applicant, as determined <br />annually by the Director of Finance. <br />The Senior Advisory Board supports Ordinance No. 1521, which maintains the <br />existing program, but places <~ restriction on applicants eligible for the state <br />exemption from applying for tlhe City rebate. The City may require a written <br />affirmation of the applicant stating they are not eligible for the state program to <br />qualify for the City program. This would be effective for tax year 2007 payable in <br />2008 and thereafter. <br />PUBLIC COMMENT <br />Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO voiced her support of <br />Ordinance No. 1521. She askked Council to either adopt Ordinance No. 1521 or <br />leave the current program in place. <br />Robert Pierce, 1827 Eisenhower Drive, Louisville, CO requested Council pass <br />Ordinance No. 1521. He explained Ordinance No. 1521 safeguards the present <br />program with an amendment. He stated only 26% of the seniors would be <br />eligible for a City refund program. He calculated the cost to the City for the <br />senior rebates would be less than five thousand dollars. <br />COUNCIL COMMENT <br />Council member Yarnell asked i1` the income limit contained in Ordinance No. <br />1515 includes social security. It was confirmed the income limit includes social <br />security. <br />Mayor Sisk asked former Senior Advisory Board member Jim Purfurst to address <br />the Senior Advisory Board's recommendation of Ordinance No. 1521. <br />Jim Purfurst, 1613 Garfield Avenue, #13, Louisville, CO confirmed the Senior <br />Advisory Board supports Ordinance No. 1521. He noted the Homestead <br />Exemption was repealed once and may be again. He asked Council to take that <br />into consideration. <br />Mayor Sisk voiced his appreciation for the Staff's work on Ordinance No. 1515, <br />but stated his support for Ordinance No. 1521. He agreed the water rebate <br />ordinance income limits should be raised and should not include social security. <br />Council member Marsella did not support Ordinance No. 1521. She stated it <br />would not reach the people who need assistance and it rewards new senior <br />residents to Louisville who may not need assistance. She noted another reason <br />Council considered repealing the ordinance was to reduce the Staff <br />administrative time. She voiced her support of Ordinance No. 1515. <br />
