City Council <br />Meeting Minutes <br />October 2, 2007 <br />Page 5 of 12 <br />Council member Clabots asked Mr. Pierce if the $25,000 household income <br />requirement was eliminated wrould that satisfy the Senior Advisory Board. Mr. <br />Pierce responded yes. <br />Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO urged Council to <br />leave the current program in place. <br />Jim Purfurst, 1613 Garfield Avenue, #13, Louisville, CO stated if the Homestead <br />Act is repealed the seniors will have no other relief. <br />Council member Muckle asked ifs the State repeals the Homestead Exemption, <br />would all the seniors then be eligible for a City rebate under Ordinance No. 1521. <br />City Attorney Light explained there would have to be an administrative rule to <br />establish that criteria. As currently written, Ordinance No. 1521 does not provide <br />the Finance Director with suclh ain administrative rule. <br />Council member Marsella asN;ed City Clerk Varra for the number of the applicants <br />who bring in the necessary documents. Varra responded about 25% and <br />explained the majority of the <~pplicants bring in their property tax statement and <br />not a receipt or a cancelled check. <br />Mayor Pro Tem Brown stated the Council has discussed this issue for several <br />months. He noted the intent was to deal with the City budget, and to reduce the <br />burden on Staff. <br />MOTION: Mayor Pro Tem Brown moved to approve Ordinance No. 1515, Series <br />2007, as amended. Council rnernber Marsella seconded the motion. Roll call <br />vote was taken. The motion passed by a vote of 4-3. Mayor Sisk, Council <br />members Clabots and Yarnell voted no. <br />MOTION: Mayor Sisk moved) to table Ordinance No. 1521, Series 2007, <br />seconded by Council member Cllabots. All in favor. <br />RESOLUTION No. 52, SERIES 2007 - A RESOLUTION EXPRESSING THE <br />FISCAL AND PLANNING CONTROL THAT CITY COUNCIL RETAINS OVER <br />THE LOUISVILLE REVITALIZATION PROCESS AS ESTABLISHED BY <br />COUNCIL AND URGING ,A NO VOTE ON INITIATIVE 2A BALLOT ISSUE <br />Mayor Pro Tem Brown spoke in support of the resolution and explained Ballot <br />Issue 2A raises issues regarclinq the Louisville Revitalization Commission (LRC), <br />the Cooperation Agreement k>etween Council and the LRC, the Council's role in <br />the urban renewal efforts and the urban renewal plan. He explained the <br />Resolution also outlines the hiistory of the Master Plan for the Highway 42 Plan <br />Area, the LRC, the Cooperation Agreement and the Tri-Party Agreement with <br />
