City Council <br />Meeting Minutes <br />December 4, 2007 <br />Page 7 of 10 <br />Xcel Energy Franchise Agreements. He noted Xcel Energy is a very strong <br />supporter of continuing the investment tax credits. <br />Mr. Eicher addressed Xcel Energy issues regarding service on street lighting and <br />explained the outdoor lighting service department has been revamped, crews <br />increased by 25%, the office staff has been increased and a preventive <br />maintenance program has been put into place. <br />COUNCIL COMMENT <br />Councilor Clabots asked Public Works Director Phare if there is a plan for <br />undergrounding Old Town. Public Works Phare stated certain projects in parts of <br />Old Town were underground, however there is not a plan for undergrounding all <br />of Old Town. He noted most of the undergrounding efforts have been done on <br />on-going projects, such as Dillon Road. <br />Councilor Dalton requested cllarification on the performance tariffs. Mr. Eicher <br />provided a letter, which summarized the performance measures for street <br />lighting. The new program offers more frequent and detailed communications, <br />customized reporting and a credit to the City's street light bill if Xcel Energy fails <br />to meet the performance standards outlined in the tariff. <br />Councilor Muckle commended Xcel Energy and the City Staff for their work on <br />the Franchise Agreement. He asked for clarification on why the citizen's rate for <br />selling solar energy is lower than Xcel Energy's resale rate. <br />Mr. Spitler explained citizens sell their solar energy at a wholesale rate and Xcel <br />Energy sells it at retail because it must be returned to the Xcel Energy <br />processing facility. <br />Councilor Sackett stated the Staff and Xcel Energy have done an excellent job of <br />listening to the Council's concerns. <br />Mayor Sisk commended Xcel Energy for their work on the Franchise Agreement <br />and their willingness to incorporate environmentally friendly measures.. He <br />hoped the City could one day set up an energy facility for municipal buildings. <br />He noted the lights are on at Monarch High School and he thanked Mr. Eicher <br />and Xcel Energy. He thanked Assistant City Manager Balser and City Attorney <br />Light for their work on the Franchise Agreement. <br />Assistant City Manager Balser commended and thanked City Attorney Light for <br />his work on the Franchise Agreement. <br />
