Open Space Advisory Board <br />Meeting Notes <br />August 14th, 2013 <br />Page 4 of 5 <br /> Tom reported that, in his experience, OSAB has not been included in any <br />discussions about property acquisitions because most of these <br />discussions have occurred in closed sessions. <br /> The board is supportive of the City being more active in pursuing property <br />acquisitions. <br /> Ember commented that OSAB’s past involvement has included: <br /> Making recommendations regarding specific acquisitions as they <br />become available. These recommendations are forwarded to the <br />City Manager’s office and discussed with City Council in Executive <br />Session. <br /> Developing, reviewing and prioritizing a list of potential future <br />acquisitions. This information is provided to the City Manager’s <br />office. <br /> Recommending joint acquisitions to Boulder County Parks and <br />Open Space annually. These recommendations are reviewed by <br />City Council. <br /> The City has funded conservation easements on open space. <br /> There is still a question as to whether the public funds can be used to <br />secure conservation easements on privately held property. <br /> Ember says that the majority of our City owned properties were dedicated <br />to the City through the Development Process. For jointly owned <br />properties the Boulder County Parks and Open Space Real Estate <br />Division takes the lead on acquisition. <br /> Recently the Trust for Public Lands has been supporting Lafayette <br />perhaps this is something Louisville could look into. <br /> <br />IX. Discussion: Coyote Management Plan <br /> Staff may need to contract out the Coyote Management Plan based upon <br />anticipated work load for this fall. <br /> Ember recommends working on a brief action plan. The action plan <br />could outline procedures for different scenarios and ensure that City staff <br />members are on the same page should an incident or attack occur. This <br />5
