City Council <br />Meeting Minutes <br />September 17, 2013 <br />Page 10 of 15 <br />The Mayor and City Council reviewed the options presented and there was Council <br />support for the following options: <br />Option 1: No local background checks on all employees. <br />Option 2: Banning marijuana manufacturing facilities in the City. <br />Option 3: Banning retail marijuana stores in downtown Louisville. <br />Option 4: Banning retail marijuana stores within 1000' feet of the future St. Louis <br />School site. <br />Option 5: Setting maximum size for retail marijuana stores at 2,000 SF. <br />Option 6: Removing the clustering requirement - 500' separation between 2 stores. <br />Option 7: Limiting signs to the name and trademark of the business. <br />Option 8: Requiring same buffers for preschools, pools, and child care (1,000' buffer) <br />Option 9: Setting a limit of 4 retail marijuana businesses in the City. <br />Deputy City Manager Balser explained staff can bring forward an emergency ordinance <br />for a moratorium at a future meeting, but not ballot language. City Attorney Light stated <br />the Council may put a regulatory scheme for retail marijuana or a moratorium on retail <br />marijuana on the 2014 ballot. He explained local governments may limit or ban the <br />establishment of recreational marijuana businesses by ordinance or by voter approval in <br />the 2014 ballot. He suggested if it was Council's desire to ban retail marijuana, the <br />moratorium should extend through the end of December 2014. <br />PUBLIC COMMENT <br />Susan Honstein, 727 Pine Street, Louisville, CO stated at the Ward I meeting there was <br />a lot of opposition to retail marijuana. She voiced her support for the direction the City <br />Council was taking. <br />Angela Layton, 619 W. Juniper, Louisville, CO, addressed industrial hemp, and stated it <br />would be an appropriate business in the Colorado Technology Center. <br />Teresa Peck, 1316 Franklin Avenue, Louisville, CO stated if recreational marijuana <br />comes forward it should be as restrictive as medical marijuana. <br />Mayor Muckle called for further comment and hearing none, closed the public hearing. <br />RESOLUTION No. 50, SERIES 2013 — A RESOLUTION DESIGNATING THE <br />LOUISVILLE LOCAL LICENSING AUTHORITY AS THE ENTITY <br />RESPONSIBLE FOR PROCESSING APPLICATIONS FOR LICENSES FOR <br />RETAIL MARIJUANA PRODUCTS, MANUFACTURING FACILITIES, RETAIL <br />MARIJUANA STORES, AND RETAIL MARIJUANA TESTING FACILITIES <br />MOTION: Mayor Pro Tem Dalton moved to Resolution No. 50, Series 2013, seconded <br />by Council member Yarnell. All were in favor. Absent: Council member Loo. <br />
