She explained <br />that this provision is part of the zoning code and requires Planning Commission review <br />prior to second reading of the ordinance. The Planning Commission will review the <br />proposed ordinance on September 10, 2002. The Council's second reading and public <br />hearing of the ordinance would be scheduled for September 17, 2002. <br /> <br />COUNCIL COMMENTS <br /> <br />Keany stated his understanding that if a trailer were parked on a side yard, it would still <br />need to be screened whether it is a comer lot or not. He voiced his concern that, if the <br />intent of the ordinance is to make trailers non-visible from the street, it would have to be <br />screened whether it is a front or side yard. <br /> <br />Planning Director Wood stated that the desire is to have trailers behind the front setback <br />or behind the front building line of the house. <br /> <br />Keany asked if the ordinance only requires parking behind setback and not screening. <br /> <br />Davidson explained that the ordinance addressing RV parking omitted trailers, and the <br />intent of Ordinance No. 1397 is to require the same setbacks provisions for trailer <br />parking. He suggested that the language used for RV's be duplicated in this ordinance. <br /> <br />Keany stated his intent that, trailers should not be parked in a front yard, unless it is in a <br />driveway and trailer parking on side yard should be screened. He stated that the <br />amendment to the ordinance requiring screening of trailers in side yards should also <br />apply to motor homes. <br /> <br />Levihn asked how long a trailer or motor home can be legally parked on the street. Boyd <br />replied 72 hours. <br /> <br />MOTION: Keany moved that Council send out Ordinance No. 1397, Series 2002, for <br />publication, set a public heating for September 17, 2002, and refer the prdinance to the <br />Planning Commission with Council suggestions, seconded by Mayer. All in favor. Sisk, <br />Van Pelt and Brown excused. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />City Attorney Sam Light stated that he would hold over the items for Executive Session <br />until the August 20, 2002 City Council meeting. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Bill Simmons reported that the City would receive two awards. The first <br />award is from the Academy of Finances, for Distinguished Budget Presentation.
