Louisville City Council Meeting <br />August 6, 2002 <br />Page 7 <br /> <br />Keany commented that the Downtown Business Association has not expressed an <br />opinion on the increase or decrease of the bus service. He reported that the RTD Board <br />has already made the decision to delay the implementation of the DASH service because <br />of the concerns expressed, and the service is not scheduled to begin until January 1st. He <br />reported on a meeting he attended with the City Staff, Debra Basket from the 36 TMO, <br />RTD representatives and other individuals. He stated that there might be a way to allow <br />the DASH schedule to go forward, and to relieve the neighbors who live along the old <br />town portion of Pine Street. He stated that the draft letter to RTD is not appropriate and <br />he suggested sending a letter to the Board thanking them for reopening the public process <br />and allowing concerns and other alternatives to be discussed. He commented that he did <br />not believe that parking garages would be constructed for the new public library as the <br />site chosen has amble space for parking. <br /> <br />Levihn commented that there seems to be a misconception that Louisville is making a <br />decision on the DASH service. He explained that RTD alone would make the decision. <br />He noted that the only the decision Council will make will be whether a letter should be <br />sent to RTD. He stated that he did not feel comfortable with four Council members <br />authorizing a letter to RTD. He favored attending the roundtable meeting and discussing <br />the alternatives. <br /> <br />Davidson stated that there is also a misconception that things will always remain the <br />same. He explained that increased traffic along a main arterial is to be expected. He <br />commented that Ms. Clements had a legitimate complaint about her four-foot fence, and <br />stated he would be willing to grant her an exemption to build a six-foot fence. He <br />addressed the draft letter to RTD and stated he was not in favor of sending the letter at <br />this time. He suggested that the roundtable should meet and discuss the issues. <br /> <br />Mayer explained that, at the time of development of the Pine Street Park Subdivision, <br />four-foot fences were a requirement for homes along the open space. He suggested that <br />the Planning Staff review the four-foot fence issue. <br /> <br />MOTION: Keany moved that Council send a letter to RTD thanking them for delaying <br />the DASH service and for reopening the public process, and ollowing other citizens to be <br />involved in the process, seconded by Levihn. All in favor. Sisk, Van Pelt and Brown <br />excused. <br /> <br />Davidson called for a recess at 8:30 p.m., and reconvened the meeting at 8:40 p.m. <br /> <br />ORDINANCE NO. 1396 SERIES 2002 - AN ORDINANCE REPEALING AND <br />REENACTING CHAPTER 8.56 OF THE LOUISVILLE MUNICIPAL CODE, <br />ENTITLED "SMOKING IN PUBLIC PLACES PROHIBITED, AND INCLUDING <br />PROVISIONS TO PROHIBIT SMOKING IN INDOOR PUBLIC PLACES AND <br />OUTDOOR EATING AREAS - 1st reading - set public hearing 08/20/02 <br /> <br />Davidson called for City Attorney introduction. <br /> <br /> <br />
