City Council Finance Committee <br />Meeting Minutes <br />12/16/13 <br />Page 3 of 5 <br />The resolution and the corresponding narrative can be located in the packet of <br />the December 16, 2013 Finance Committee Meeting. <br />RESOLUTIONS SETTING FEES, RATES, & CHARGES — Item for Information <br />and Discussion Only <br />The Finance Director presented the resolution to the Finance Committee and <br />indicated the same schedules would be on the agenda for full City Council review <br />at the December 17, 2013 meeting. <br />Council Member Stolzmann asked how the increase in Planning fees are <br />determined. Director Watson stated that an average percentage is determined <br />based on the national CPI and the Denver /Boulder /Weld County CPI. <br />Ms. Stolzmann asked what fund, or combination of funds, are used to cover <br />planning fees when they are waived. City Manager Fleming stated that waived <br />fees are absorbed by the General Fund noting that fees tied to enterprise funds <br />are never waived. The City Manager also stated that the fees now include a <br />portion of Public Works' staff time. <br />Council Member Keany inquired about the revised Plumbing, HVAC and <br />Electrical Contractor fees as well as the fee for a Residential Sign Permit. City <br />Manager Fleming stated that previously there were two separate licenses for <br />Plumbing and HVAC which have now been combined into one license. Finance <br />Director Watson informed the Committee that the Director's will be available to <br />answer specific questions on the City fees and charges at the City Council <br />meeting December 17, 2013. <br />Council Member Stolzmann noted that there are no changes to water rates <br />included in the resolution. Finance Director Watson stated that there will be <br />changes presented to City Council in early spring based on the results of the <br />Utility Rate Study currently underway. <br />Member Keany requested that future rate and fee tables be streamlined to show <br />the previous years' fees along with the proposed new fees on a combined <br />worksheet. City staff indicated they would work on revising the schedules and <br />tables. <br />SALES TAX REPORTS FOR THE MONTH ENDED OCTOBER 31, 2013 <br />The Tax Manager presented the monthly sales tax reports for the period ended <br />October 31, 2013. <br />The reports and the corresponding narrative can be located in the packet of the <br />December 16, 2013 Finance Committee Meeting. <br />4 <br />
