City Council <br /> Meeting Minutes <br /> January 7, 2014 <br /> Page 7 of 22 <br /> would be more involved in the construction process. The City received the first iteration <br /> of the hole-by-hole analysis prepared by Landscapes Unlimited for the last open house <br /> and Golf Course Advisory Board representatives were present. The second iteration of <br /> the hole-by-hole design will be presented at the January 13th Golf Course Advisory <br /> Board meeting. Another item on the agenda is the development of a program to <br /> engage the public; a business plan or model for green fees and a lesson program, <br /> which will lead to the analysis for the golf course's revenue stream. <br /> Council member Keany stated his understanding Landscapes Unlimited is bringing <br /> forward a hole-by-hole analysis of the course, but the Golf Course Advisory Board has <br /> not been involved in the design process. Parks and Recreation Director Stevens stated <br /> there will be a Golf Course Advisory Board meeting on January 13th and the Board will <br /> be updated on all the proposals, which will enable them to make a recommendation to <br /> the Council. He explained there are two programs: 1) the Golf Course mitigation after <br /> the flood and 2) The Golf Course Improvement Plan. He stated it has been difficult to <br /> get everyone together during the holiday season. <br /> Council member Keany voiced his concern for everyone to be involved in the process. <br /> Council member Stolzmann agreed and wanted to see the Golf Course Advisory Board <br /> as a member in the decision making process and not just a check point that sees <br /> information along the way. <br /> City Manager Fleming reported on a meeting held in mid-December, where Mayor <br /> Muckle, Council member Keany, he and Parks and Recreation Director Stevens met <br /> with Golf Course Advisory Board Chairman Ken Gambon. They discussed a schedule <br /> of various actions, which would include opportunities for the Golf Course Advisory <br /> Board to weigh in on issues. It was his understanding the schedule was acceptable <br /> with the Chair of the Golf Course Advisory Board. If needed, additional steps will be <br /> added to the process to get the expertise of the Golf Course Advisory Board. <br /> Council member Loo inquired about financial projections. Parks and Recreation <br /> Stevens stated there were preliminary projections, but he is working with the Finance <br /> Director on projections, which will be presented at the budget meeting on January 14tH <br /> Mayor Pro Tern Dalton addressed two particular areas of drainage on the golf course 1) <br /> Coal Creek Ranch and 2) The Springs, which have drainage issues. He stated some <br /> believe it is an HOA issue and not a Golf Course issue. He suggested if Landscapes <br /> Unlimited is working on a contract with the City, they could look at those two drainage <br /> areas and include it in the planning process. City Manager Fleming explained the hole- <br /> by-hole analysis may provide detailed information on the drainage under flood mitigation <br /> to determine the City's responsibility under the golf course master plan and flood <br /> mitigation and the responsibility of the HOA. He noted with a contractor on the course, <br /> this would be an opportunity to address those issues. If the contract with Landscapes <br /> Unlimited does not cover the drainage, the City may choose to include it in the contract. <br />
