City Council <br /> Meeting Minutes <br /> January 7, 2014 <br /> Page 6 of 22 <br /> This is a very rapid timeline with construction commencing in late February, construction <br /> through the summer, a grow-period in the fall and a reopening of the golf course in <br /> spring of 2015. Staff has been working very diligently with a focus on golf course <br /> reconstruction. The Golf Course Advisory Board will meet next week; there is an open <br /> house on January 13th and a study session on January 21st. At the study session staff <br /> will present the Golf Course Advisory Board's recommendation on the detailed plan for <br /> the hole-by-hole reconstruction. <br /> Staff is working on identifying staffing needs and developing job descriptions. Human <br /> Resources estimate the cost for golf course personnel at $900,000 annually. One item <br /> on the Golf Course Advisory Board agenda is a financial plan and a performance plan <br /> for the golf course. Staff is working on developing fees and charges and projections for <br /> revenues versus expenditures. A projected budget for the golf course is 1.6 million <br /> dollars annually, with revenues at approximately 1.8 million dollars. Those figures will <br /> be refined. Staff will look into marketing the golf course and what competitors are <br /> doing. Staff will work with the National Golf Foundation who will be a valuable resource. <br /> The Parks and Recreation Department will work with the Finance Department on <br /> revenue assumptions to provide direction to the City Council on what the revenue <br /> stream might look like beginning in 2015 and for the next ten years. Staff <br /> recommended the City Council approve the contract in the amount of $206,700 with <br /> Landscapes Unlimited, LLC to continue Phase I of the Coal Creek Golf Course Disaster <br /> Recovery Project. <br /> PUBLIC COMMENTS <br /> Sandy Stewart, 609 August Drive, Louisville, CO, Secretary of the Golf Course Advisory <br /> Board, expressed his frustration with not receiving information relative to the golf course <br /> recovery project. He understood the City is working on a very rapid timeline, but noted <br /> the Golf Course Advisory Board has not had an opportunity to submit their input on any <br /> of the information submitted to the City Council. He expressed his desire for the Golf <br /> Course Advisory Board to contribute to the process. <br /> Ken Gambon, 607 Augusta Drive, Louisville, CO, Chair of the Golf Course Advisory <br /> Board, reported his home has finally recovered from the flood. He stated the Golf <br /> Course Advisory Board wants to be actively involved and does support the phased <br /> approach and looks forward to seeing the plans and schedules. <br /> COUNCIL COMMENTS <br /> Council member Keany stated the contract was for the design services, but not for the <br /> construction of the golf course. He assumed the Golf Course Advisory Board would be <br /> more involved in the construction process. <br /> Parks and Recreation Director Stevens confirmed the Golf Course Advisory Board <br />
