Open Space Advisory Board <br />Minutes <br />January 8, 2014 <br />Page 5 of 10 <br />Judith Champion, 1603 Cottonwood Drive <br />Ms. Champion is the President of the Cottonwood Creek HOA. Ms. <br />Champion noted that the land next to Harper Drive is slanted and <br />would need to be leveled if a walkway /trail was to be created. Ms. <br />Champion noted that a social trail exists on the project property and <br />she would like the developer to connect to the existing social trail. Ms. <br />Champion noted that the HOA is concerned about historic flows to the <br />Goodhue Ditch. She noted that the Cottonwood HOA is not offering <br />their land for access. She expressed preference that the existing trail <br />is used rather than changing the topography of the project property to <br />build a new trail. Laura: Clarification sought about the desire for the <br />existing trail to be used, yet simultaneous assertion that access on <br />Cottonwood HOA will not be granted. <br />Paula Palmer, 1603 Cottonwood Drive <br />Requested sign -up sheet be circulated. It was. Paula agrees with the <br />Parks & Recreation Department insofar as she desires land <br />contiguous with Cottonwood Park. Notes the neighborhood values <br />the cottonwood trees along the Goodhue Ditch. The current proposal <br />will prevent development that would disturb the existing line of sight, <br />but Ms. Palmer would prefer expansion of Cottonwood Park. Notes <br />the ecological values along the Goodhue Ditch are high. Notes that <br />her home was built when the project property was "earmarked for civic <br />land (4 ac)." Cottonwood Creek HOA has asked the City to protect the <br />area. <br />Tom: Cottonwood Creek takes pride in the land that it maintains, <br />shouldn't we assume that the new HOA would do the same? <br />Paula: expressed desire for City to maintain open nature of area, <br />would like City to purchase the open area for open space or park. <br />Asked OSAB to "not trade off open land" and also requested OSAB <br />request land contiguous to Cottonwood Park from the developer. <br />Brandon Hannah, 1308 Short Court <br />Question: Did the City Parks Department comments request land <br />continuous to Cottonwood Park? <br />Joe: Memo does not request explicitly but does observed non- <br />contiguous nature of piece presented. <br />Question: Can OSAB please summarize what makes open space <br />valuable, and therefore rank highly during OSAB's annual ranking <br />process? <br />Tom: 1) environmental attributes, 2) recreational value, 3) viewshed, <br />4) historical values, 5) public appreciation are some of the categories. <br />There are 18 criteria total — OSAB limits its evaluation to the value of <br />the land as open space for the community. <br />This property has many merits and it is appealing to Mr. Hannah. <br />6 <br />
