City Council <br /> Meeting Minutes <br /> February 18, 2014 <br /> Page 6 of 23 <br /> Planning Director Russ explained Ordinance 1652, Series 2013, adopts the 2012 <br /> International Building Codes by reference, and Ordinance 1654, Series 2014, amends <br /> tap fees for fire sprinklers. Both ordinances were continued from January 21, 2014 to <br /> February 18, 2014. Two primary items surfaced in the discussion January 21st: 1) The <br /> proposed residential fire sprinkle requirement; and, 2) Modifications to the fire access <br /> road and fire lane requirements in the Louisville Municipal Code and the International <br /> Fire Code. Staff presented City Council with two options regarding fire sprinklers: <br /> Option 1 - Fire sprinkler requirement for ALL newly constructed residential structures <br /> (recommended by City staff and the Louisville Fire Protection District); and <br /> Option 2- Fire sprinkler requirement for attached residential structures (apartments, <br /> townhomes, and duplexes), newly constructed single-family homes would be exempt <br /> from the sprinkler requirement (recommended by the Louisville Building Code Board of <br /> Appeals). <br /> City Council directed staff to finalize the ordinance requiring all newly constructed <br /> residential structures provide fire sprinklers. The remaining discussion focused on the <br /> proposed modifications to the fire access road and fire lane requirements in of the <br /> Louisville Municipal Code and the International Fire Code. The following people were <br /> available to respond to Council questions regarding Ordinance No. 1652 or Ordinance <br /> No. 1654: Chief Building Official Ken Swanson; Plans Examiner Lynn Tennant and <br /> representatives from the Board of Appeals and the Louisville Fire Protection District. <br /> At the last meeting, Council requested staff calculate the cost of putting in the <br /> infrastructure for fire sprinklers in residential homes. The Public Works Department <br /> performed the calculations for the infrastructure, which was negligible, up to $15.00 per <br /> fire head on an existing faucet. Staff concluded fire sprinklers and their limited use have <br /> no significant impact the City's water supply and water infrastructure. Public Works <br /> Director Kowar would address Council questions on the calculations. <br /> Planning Director Russ reviewed the line item changes of the specific fire access roads <br /> and fire lane requirements in the Louisville Municipal Code as follows: <br /> Sec. 15.12.080. Section 503.2.4 Turning Radius — Staff recommended the current <br /> Louisville Municipal Code (LMC), which outlines no less than 45' for the outside turning <br /> radius of a cul-de-sac be eliminated. The Fire Code, Section D 103, within Appendix D, <br /> gives the Fire Marshall the final determination in accommodating turning lanes. <br /> Therefore, the LMC would not have to be amended every time a new fire truck is <br /> purchased. <br /> Sec. 15.12.090. Appendices Adoption: Staff recommended eliminating the last <br /> sentence in Section A, which read: "In the event of any conflict between any provision <br /> of said Appendix D and any section of this chapter, the more restrictive requirement <br /> shall control", and adding Section B: Design alternatives to Appendix D, Fire Apparatus <br /> Access Roads, may be permitted only if City Council approves a waiver through an <br />
