City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 10 of 24 <br />Planning Director Russ presented the small area plan project approach and scope of <br />work. In January staff presented the general project approach for City Council <br />consideration and direction. In response, Council directed staff to follow the general <br />.approach, but include the following elements: <br />1) Establish a project steering committee composed of a City Council member with <br />representatives of corridor residents, property owners, and business owners; <br />2) Create "Check -in" points with Planning Commission and City Council to ensure <br />the study is not diverting from community expectations; <br />3) Propose an alternative "design" process to the multi -day design charrette; <br />4) Identify specific product examples of each key milestone in the process. <br />Small Area Plan: The goal of the South Boulder Road and McCaslin Boulevard Small <br />Area Planning work is to develop land use and public infrastructure plans which has <br />community support and provide reliable road maps for both public and private <br />investments in these important corridors. This work will use the Comprehensive Plan as <br />a foundation on which to develop, through a very public process, possible zoning <br />amendments and specific design requirements intended to preserve and promote what <br />the community wants to see in these areas. The Comprehensive Plan is the visionary <br />document and the Small Area Plan establishes the zoning code and yard and bulk <br />standards. The entire Small Area Plan notice procedures will follow a quasi - judicial <br />process and landowners within 500 feet will be noticed. Otherwise, the action will be <br />legislative and board members and City Council members would not be subject to ex <br />parte communications restrictions. <br />COUNCIL QUESTIONS <br />Council member Stolzmann asked how the small area plan will result in zoning <br />changes. Planning Director Russ explained the zoning changes are the documentation <br />phase and once a small area plan is complete it is translated into the municipal code. <br />City Attorney Light explained under Colorado law, Master Plans are considered advisory <br />and not regulatory documents. Through ordinances, the Comprehensive Plan vision <br />can be moved into tangible regulatory requirements and those requirements would then <br />be put into the municipal code or design standards. <br />Scope of Work and Products: This planning effort will be divided into five phases: <br />desire, discovery, design, discussion, and documentation. The 5 -step process will <br />result in zoning changes. <br />Phase 1: Desire — Work Plan <br />Process: <br />- Project Steering Committee <br />- Stakeholders and focus group meetings <br />- Public kick -off Meeting <br />
