City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 12 of 24 <br />Mayor Muckle stated there may be a point when the affected property owners actually <br />welcome the change. He agreed with Council member Lipton's concerns, but felt the <br />process was valuable. <br />Mayor Pro Tem Dalton explained when the Council took the two areas (Centennial <br />Valley and South Boulder Road) out of the Comprehensive Plan it reflected there might <br />be more density in the development in those two areas than was proposed. He felt <br />when those two areas are reviewed; it will be under the same process. <br />Council member Stolzmann was under the impression the neighborhood plans would <br />still be done as part of the small area plan. She noted there are 7 to 9 neighborhoods in <br />the area and she did not feel anything would be left out. <br />Planning Director Russ concurred and explained the small area plan is done first <br />followed by the neighborhood plans (Fireside and Coal Creek). The decision about <br />removing the two areas from the Comprehensive Plan was not about density, but about <br />the use. They allowed residential as a possibility and included mixes and character <br />descriptions. The small area plan works with yard and bulk issues (building setbacks, <br />architectural design standards) and goes from a vehicle design to a pedestrian design <br />of the City. It takes the character of Old Town Louisville and applies it to areas of <br />McCaslin and South Boulder Road. <br />Council member Stolzmann stated her understanding that the small area plans lead to <br />zoning changes. Planning Director Russ confirmed the yard and bulk; building heights <br />and mixes of uses was the intent of the small area plan. The Comprehensive Plan <br />never addresses zoning. <br />Mayor Pro Tem Dalton did not feel the small area plans lead to zoning changes. He felt <br />it leads to an examination of the zoning or whether zoning changes are necessary or <br />desired.. <br />Council member Stolzmann asked if during Phase 2 the fiscal model will be changed to <br />a marginal cost model. Planning Director Russ explained they are currently in that <br />process and will release an RFP that can be used as a tool to test the exchanges. <br />Council member Stolzmann was in favor of a Finance Committee review.
