City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 7 of 24 <br />changes and alternatives; it would add additional costs and delay the project. He asked <br />if the DOLA grant was to buy down the cost of the facility. Finance Director Watson <br />stated it is revenue to offset the cost of the building. <br />Mayor Muckle inquired for the funding source for the DOLA grant. Deputy City Manager <br />Balser stated it is energy impact, which is a severance tax. She explained the DOLA <br />application was submitted for a $1.2 million dollar grant. DOLA will make a decision on <br />the grant in July and August and provide notice of their decision in September. <br />McCaslin Boulevard Underpass: Loris Associates submitted the 100 % design drawings <br />on June 26, 2013. The construction estimate was $1.4 million including contingencies. <br />Goodland Construction was low bidder and was engaged in August 2013. The award <br />included all 7 add -alts, as the project bid came in under the engineer's estimate of <br />costs. Construction began on September 25, 2013. It is anticipated the opening of the <br />parking lot and dog off leash area is April 2014. The entire project is 75% complete with <br />the anticipated completion date in June 2014. <br />Main Street Patios: The City constructed 18 patios for the 2013 season. Patios were <br />stored at the shops facility. Economic Development prepared license agreements for <br />the 2014 season, which included rental fees. One additional patio was needed to fulfill <br />restaurant requests. <br />COUNCIL QUESTIONS <br />Mayor Muckle inquired what business declined to apply for a patio this year and what <br />business requested a patio. Economic Development Director DeJong stated the <br />Melting Pot declined a seasonal patio this year and the new patio request was for the <br />Huckleberry. <br />City Hall First Floor Remodel: Consolidation of the Planning and Building Departments <br />and remodeling the IT area to fit future needs. Construction of two much needed new <br />conference rooms. Project completed on time with a few change orders required due to <br />unknown conditions within the building. , <br />Grain Elevator: Property purchased by the City November 2012. Agreement with <br />Louisville Mill LLC approved on August 20, 2013. Closing is contingent on the <br />rehabilitation of the Grain Elevator. Cleaning and stabilization of structure is currently <br />underway. Louisville Mill Site is preparing a PUD for full development of the site. <br />COUNCI L QUESTIONS <br />Council member Stolzmann inquired when the Grain Elevator will be landmarked. <br />Economic Development Director DeJong explained the landmarking will be tied to the <br />Final PUD process and recorded when the property is sold. <br />
