City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 8 of 24 <br />Council member Keany reported the Grain Elevator is completely cleaned -up. <br />South Street Gateway Underpass: Staff expects design /permitting to be complete in <br />2014 and constructed in 2015. Since BNSF /Structural is the critical path, staff submitted <br />60% design /100% structural to BNSF while still working through the remaining roadway <br />/ urban design comments. Adkins was selected for final design and Council approved <br />conceptual design on July 16, 2013. BNSF design approval expected in 2014. <br />COUNCIL QUESTIONS <br />Mayor Muckle asked if staff anticipates BNSF approval of the design in 2014. Deputy <br />City Manager Balser stated Adkins is working with BNSF to .get their approval. <br />City Manager Fleming noted one of the reasons Adkins was selected was they have a <br />representative who used to work for BNSF and still has some connections with the <br />railroad. <br />CIP Manager Trettin noted BNSF is also dealing with flood issues and they are trying to <br />prioritize their projects. <br />Golf Course Reconstruction: City Council approved a design /build contract with <br />Landscapes Unlimited in February of 2014. Contract includes reconstruction, mitigation, <br />and additional capital improvements. Work expedited for seeding in July 2014 will <br />enable course to reopen in spring of 2015. The Guaranteed Maximum Price is <br />approximately $5,150,000. <br />COUNCIL QUESTIONS <br />Mayor Muckle noted residents have expressed a desire to walk on the golf course. He <br />asked if there is any way to section off certain areas during the various phases of <br />reconstruction. Parks and Recreation Director Stevens reported on a meeting where <br />the City Attorney, City Manager, Parks Division and Police Department met to discuss <br />enforcement. At this time the golf course is not posted or fenced, but signage will be <br />installed throughout the phasing process to indicate the closure of the course. The <br />Police Department will encourage the public it is in their best interest to stay off the golf <br />course during the reconstruction process. Staff will also meet with the neighboring <br />property owners and there is an Open House on Thursday at 5:00 p.m., which will <br />provide information to the public. <br />Council member Stolzmann asked when the signs were posted. City Manager Fleming <br />stated the signs will not be posted until the reconstruction begins. He explained <br />keeping people off the golf course is a matter of public safety and liability and the Police <br />Department will be issuing warnings and summons. Parks and Recreation Director <br />Steven noted signage will be posted at the Coal Creek Trail once the reconstruction <br />
