If a regional detention area is approved and detention <br />is no longer needed in this area, the wall can be removed altogether. <br />Council member Stolzmann inquired about the two phases and whether they stand on <br />their own merits or will units previously allowed in Phase 1 end up in the next phase. <br />Principal Planner McCartney confirmed they are approved for 244 units; 55 units in <br />Phase 1 and 189 units in Phase 2. If all the units are not built in the first phase they <br />could carry over to the second phase. <br />Council member Stolzmann inquired about the density. Planning and Building Safety <br />Director Russ explained the preliminary sets the density at 244. <br />APPLICANT PRESENTATION <br />Justin McClure, DELO LLC, 950 Spruce Street, Suite 2A, Louisville, CO introduced his <br />business partners, Richard Brew and Dave Waldner, and Steve Erickson, Principal of <br />Boulder Creek Life and Home, who was the builder at Steel Ranch in northeast <br />Louisville. Mr. McClure noted Boulder Creek also has offices in the downtown area. <br />Mr. McClure provided background information about his company's success at the Steel <br />Ranch development. He stated they are a local, accountable and hardworking <br />company with a track record of working with highly complex projects and turning them <br />into high quality communities. He explained an infill project definitely represents some <br />complex issues with vacations of rights -of -ways, off -site drainage and densities. He felt <br />the proposal provides public amenities. He reviewed the timelines, in which the project <br />has evolved and when the company began the assemblage of the properties for <br />development. The first parcel was the 5 -acre Aggregate property, then PDI and the <br />Baker property. He noted the Preliminary PUD received unanimous approval from the <br />Planning Commission and City Council and they have received unanimous approval on <br />the Final PUD from the Planning Commission. He requested City Council unanimously <br />approval of the Final PUD. He noted that Phase 1 and Phase 2 of DELO would be a <br />catalyst for the rest of the Highway 42 area including the redevelopment of the Alpine <br />Lumber (owned by Steven Tebo) and Boom properties. <br />• Proposal: Townhomes product- types, streetscapes and mews, which are set in <br />between the Townhomes to create open space and public access; product -type <br />caters to empty nesters and provides good transition to the Little Italy <br />neighborhood. <br />• Relocation of Historic Structure: Move 100 year -old structure from 1004 Griffith <br />Street (supported by the Historic Preservation Commission), which will be <br />repurposed for 1,500 SF of office space and will serve as a monument entrance <br />into Griffith Street. <br />
