City Council <br />Meeting Minutes <br />July 1,2014 <br />Page 11 of 31 <br />• Phase 2: Technical plat: Right -of -ways vacation, public access easements, plat <br />transition to existing neighborhoods, Public Art, public space, Community Garden <br />and drainage. <br />COUNCIL QUESTIONS <br />Council member Keany asked if the onsite /offsite detention affects the density. Mr. <br />McClure stated it does not affect density. <br />Council member Stolzmann inquired whether the proposed right -of -way vacation will be <br />in Phase 1. Mr. McClure explained Phase 1 is specific to just N. Front Street. The <br />relocation of utilities, dedication of public parks, and the vacation of E, Lafayette right -of- <br />way is proposed for the Phase 2 submittal. <br />Mayor Muckle asked if the applicant is proposing to submit the second phase soon. Mr. <br />McClure responded yes. <br />Mayor Muckle stressed the public places are important to the City. He addressed the <br />mixed -use design guide, which stipulates the intent is to create a development having a <br />variety of architectural features and rooflines. He commented this project has repetitive <br />modern features and rooflines. He was interested in seeing less repetitive design in the <br />roofline. Mr. McClure stated they would be willing to entertain Council's suggestions. <br />Mayor Muckle addressed the project's public art including the signage and the <br />recognition of the Rod and Gun Club. He inquired whether they support the public art <br />plan as a condition of approval. Mr. McClure stated the Rod and Gun Club area is ideal <br />for public art and felt the art master plan condition of approval was appropriate. <br />Steve Erickson, Principal Boulder Creek Neighborhoods, 712 Main Street, Louisville, <br />CO addressed the proposed architecture and rooflines. He explained the end -cap <br />design is to vary the architectural look and feel. It was their desire for their communities <br />to have a good appeal from a streetscape standpoint. He was open to making a more <br />varied look. The slides are representation of what they hope to achieve, however they <br />are still in the final design efforts with KGA Architects. <br />Council member Moss also voiced her concern over the look of the townhomes as it <br />transitions into Little Italy. <br />PUBLIC COMMENT <br />Alex Bradley, 1385 Caledonia Circle, Louisville, CO voiced her disappointment with the <br />$500,000 price point per unit, which she felt was unattainable for Louisville residents. <br />She was also disappointed with the land dedication and stated she would not feel <br />comfortable using any of the mews. She voiced her concern over the fiscal impact for <br />the DELO development, where there are differing numbers. She addressed the height <br />
