City Council <br />Meeting Minutes <br />July 1, 2014 <br />Page 6 of 31 <br />• Preliminary submittal established architectural design standard for ground floor <br />architecture <br />• Horizontal and Vertical variations were established <br />SRU Architectural Design Conditions: Street Facing Facade: Bumps outs; varied roof <br />line; varied colors; varied materials; front porches; 56% openings; pedestrian oriented <br />and single -story on corners. Mews Facing Facade: The same attributes are used for <br />mew's facing facades. <br />SRU Architectural Design Conditions: <br />a. Vary the horizontal plane of a building to provide visual interest and enrich the <br />pedestrian experience, while contributing to the quality and definition of the street <br />wall. <br />b. Horizontal variation should be of an appropriate scale and reflect changes in the <br />building function, structure, and materials. <br />c. Avoid extensive blank walls that would detract from the experience and <br />appearance of an active streetscape. <br />d. Provide well- marked public and private entrances to cue access and use through <br />compatible architectural and graphic treatments. <br />e. Provide operable doors and windows on the ground floor street front of buildings. <br />f. Main residential buildings entrances should read differently from retail <br />storefronts, restaurants and commercial entrances. <br />Vertical Variation: <br />a. Employ a different architectural treatment on the ground floor facade than on the <br />upper floors, and feature high quality materials that add scale, texture and variety <br />at the pedestrian level. <br />b. Vertically articulate the street wall facade, establishing different treatment for the <br />buildings base and upper floors. <br />c. Use balconies, fenestration, or other elements to create an interesting pattern of <br />projections and recesses. <br />d. Provide an identifiable break between the building's ground floors and upper <br />floors. This break shall include a change in material, change in fenestration <br />pattern or similar means. <br />e. Provide more fenestration on the ground floor than upper floors. <br />Waivers: Street Sections: Section 16.16.030.0.1 of the LMC requires a collector right <br />of way width of 60 feet. In this submittal the applicant is proposing a right of way width <br />of 55 feet for Cannon Street, which narrows the curb to curb distance from 38 feet to 34 <br />feet. Makes for a more walkable street design. The Public Works Department and Fire <br />District support this waiver. Block 12: Relocation of historic structure at 1004 Griffith to <br />Block 12 requires waivers in height, lot coverage and lot width. <br />Sec. 17.14.090.A.2.b.i.of the LMC: Waivers to the MUDDSG are permitted if the <br />government body finds the proposed development represents an improvement in site <br />
