SUBJECT: BOARD COMMUNICATION, TERMS & GENERAL PROCESSES <br />DATE: JULY 22, 2014 <br />PAGE 3 OF 5 <br />investigations as the City Manager deems necessary. Ifthe City Manager <br />determines there is sufficient evidence supporting further action, the City <br />Manager shall contact the board or commission member who is the subject of <br />the allegation, outline the allegation against the member and provide the <br />member with an opportunity to respond to the allegation. After considering all <br />information received, the City Manager shall make a determination as to <br />whether there may be grounds for removal or whether other action is warranted. <br />C. If the City Manager determines there may be grounds for removal, the City <br />Manager shall present a report to the City Council for its consideration and <br />action. The member shall be provided a copy of the report and the time and <br />place of the City Council's consideration of the matter, at which time the <br />member may address the City Council regarding the report. Removal of a <br />member shall require the affirmative vote of a majority of the entire City <br />Council. <br />D. The City Manager may appoint a designee to perform the Manager's duties set <br />forth in this Section. <br />A member may resign from a board or commission at any time by providing a <br />resignation letter or email to the Mayor and staff liaison. A resignation is effective <br />upon submission or such later date as stated in the resignation letter, without <br />requirement for acceptance thereof. <br />Training <br />The City Charter requires all board and commission members attend Open Government <br />Training every two years. The City Manager's Office coordinates with the City Attorney <br />to offer this training twice each year. The training covers rules and regulations in the <br />Charter, the roles of a board member, quasi - judicial board roles vs. advisory board <br />roles; email rules, conflicts of interest and other pertinent topics. Board members' <br />attendance record for open government training is included in the information given to <br />City Council when interviews are conducted. Additional topics can be added to the open <br />government training if Council is interested. <br />Generally staff liaisons meet with all new board members to help them learn the role, <br />rules, regulations and processes that apply to that board. The City Attorney also meets <br />with quasi - judicial boards to refresh their training as needed. <br />Included in this packet is a draft of a Board and Commission Handbook. The handbook <br />is taken from a similar one in Loveland and when complete will be distributed to all <br />board members annually. <br />CITY COUNCIL COMMUNICATION <br />4 <br />
