SUBJECT: BOARD COMMUNICATION, TERMS & GENERAL PROCESSES <br />DATE: JULY 22, 2014 <br />PAGE4OF5 <br />Role of the City Council Liaison <br />A City Council liaison has been appointed to each advisory board. To date the role of <br />the Council liaison has never been specified. Council may want to formalize what is <br />expected of the liaisons. Staff has included draft language in the Handbook for Boards <br />and Commissions related to the Council liaison. It is draft language and can be changed <br />based on Council's comments. <br />Board Recommendations <br />Quasi - judicial boards have a specific process by which they make recommendations to <br />the City Council on matters. Advisory boards do not have a specific process. If Council <br />is interested in identifying exactly what a board should flesh out before submitting a <br />recommendation that may be helpful for boards and staff. <br />Legal Requirements <br />The legal requirements for quasi - judicial boards are established in the Louisville <br />Municipal Code (LMC), State Statute, and the City Charter. Staff liaisons help assure all <br />legal requirements are met. Advisory boards have few legal requirements to meet other <br />than open government rules related to open meetings. Again, staff helps assure those <br />legal requirements are met. <br />How can the boards better engage the citizenry? <br />Quasi - judicial boards hold public hearings and do public notice based on their specific <br />rules. Advisory boards' meetings are always open to the public and they are <br />encouraged to reach out to interested constituents. Any ideas on how this process could <br />work more efficiently and effectively would be helpful to staff. <br />How can the boards work together more effectively? <br />Boards that have a common interest (for example, the Historic Preservation <br />Commission (HPC) and the Louisville Revitalization Commission (LRC)) sometimes <br />hold joint meetings to help better understand each other. However, there is no formal <br />process in place for intra -board communications. <br />Please note: <br />1. No information about the Housing Authority is included in this packet as the <br />dissolution process for the board is expected to be complete by the end of 2014 <br />and all properties turned over to the Boulder County Housing Authority. <br />2. No information about the Senior Advisory Board is included in the packet as they <br />are no longer appointed by the City Council or act as an official City- sponsored <br />board. <br />CITY COUNCIL COMMUNICATION <br />5 <br />
