<br /> <br />A five minute recess was taken. <br /> <br />Chairman Boulet is concerned about the lack of wall plane off-sets of at least every 50 feet. He <br />asked if Sam’s would be willing to do that. Mr. Wilson stated that he did not feel that they were <br />in a position to do that at this time. Chairman Boulet also is also concerned about the acoustics <br />of the building. <br /> <br />Commissioner Pritchard asked if there is a shared parking arrangement among the tenants of <br />Parcel O. Buzz Koelbel stated that there is a shared parking arrangement. <br /> <br />Commissioner McAllister asked what the anticipated value of the proposed tax rebate to Walmart <br />will be. Mr. Wilson stated that it has not been defined or finalized yet with the City Council. <br />McAllister asked how much more parking they want to have. Wilson answered about 100 <br />parking spaces. McAllister asked if the building code / fire code review would be an obstacle. <br />Wilson stated that he feels it is an issue that can be resolved. <br /> <br />Commissioner Klahn asked if this design of the building provided to the Planning Commission is <br />different than what was provided to City Council. Wilson stated that it is tremendously different <br />and he feels that all of Council’s comments regarding meeting the design guidelines have been <br />addressed at this time. <br /> <br />Staff Summary and Recommendation: <br /> <br />Ken Johnstone stated that staff is recommending approval of Resolution No. 26, Series 1998, <br />with 15 conditions. Mr. Johnstone added four more conditions as follows: Condition No. 16, that <br />the applicant provide a final drainage report prior to City Council hearing. Condition No. 17, that <br />the site is modified to meet Fire Marshall access requirements on the south property line. <br />Condition No. 18, that prior to Council hearing, the applicant demonstrates that the condensor <br />units on the east elevation will not be audible at the Dahlia Street right of way. Condition No. 19, <br />that the applicant provides details for the pedestrian scale and wall-mounted lighting prior to City <br />Council. <br /> <br />Tom Talboom clarified Condition No. 5, that the process would more than likely include an <br />application to the Board of Appeals to hear if that would be equivalent to meeting the setbacks. <br />There are two sides of this building that don’t meet the 60 foot requirement, the south and the <br />north side, and those could be addressed through the Board of Appeals. <br /> <br />Ken Johnstone stated that he has been in contact with the City Attorney and there has not been <br />any decision as to what option will work. <br /> <br />Applicant Summary: <br /> <br /> <br /> 5 <br /> <br />
