Commissioner Boulet would have liked to have seen Kinko’s and Blockbuster switch places.

Applicant, Randy Haisfield, proposed that this application be continued in order to do a traffic
study and find out from Blockbuster if they have any internal studies or can generate an internal
study on the impact of this store. Mr. Haisfield feels that the traffic impact may be a lot less than
what it is being compared to and also to see if they would entertain the possibility of a remote
drop-box of some sort to expedite the traffic flow.

Planning Director, Paul Wood stated that if this application were continued, it would have to be
continued to the December 14, 1999, Planning Commission meeting due to a full November 9
agenda.

Motion made by Patricia Thompson to continue this item pending additional traffic study
information showing the impacts of the traffic, especially with respect to the peak hours of the
operation and the impact on the safety of pedestrians. And also the possibility of having drop
boxes elsewhere in the community to minimize the drop-off traffic. The proposal would be
continued to the December 14, 1999, Planning Commission meeting. Seconded by Tom
McAvinew.

Roll Call Vote:
Patricia Thompson, Yes; Chris Pritchard, No; Tom McAvinew, No; Betty Solek,
Yes; Bill Boulet, Yes. Motion passes 3:2.

E.Resolution No. 44, Series 1999, Lots 2 and 3, Block 2, The Park at CTC, Final
PUD Development Plan and Minor Subdivision Replat to construct 2 new
office/warehouse buildings including a 44,550 S.F. speculative building on Lot 2
and 60,000 S.F. “Build to Suit” on Lot 3.

Staff Public Notice Certification:

Paul Wood, Planning Director, certified that public notice was published in the Daily Camera on
Saturday, September 25, 1999, posted in City Hall and mailed to surrounding property owners on
Friday, September 24, 1999. All Planning Commissioners verified that they were familiar with the
site.

Staff Report of Facts and Issues:

Mr. Wood presented the details of this matter as stated in the staff report. Staff is forwarding
Resolution No. 44, Series 1999, to the Planning Commission with 15 conditions of approval.

Questions for Staff:
Commissioner Thompson asked if the Surveyor’s Certificate has been corrected. Paul Wood
replied that it has not been corrected yet. Ms. Thompson suggested that be added as a condition

5
