Resolution No. 45, Series 1999, 706 Front Street, Preliminary PUD <br />Development Plan for a two-story commercial building for retail and office. <br /> <br />Staff Public Notice Certification: <br /> <br />Manjeet Ranu, Planner I, certified that public notice was published in the Daily Camera on <br />Saturday, September 25, 1999, posted in City Hall and mailed to surrounding property owners on <br />Friday, September 24, 1999. All Planning Commissioners verified that they were familiar with the <br />site. <br /> <br />Staff Report of Facts and Issues: <br /> <br />Manjeet Ranu presented the details of this matter as stated in the staff report. Staff is <br />recommending approval of Resolution No. 45, Series 1999, with 12 conditions. This property is <br />located within the 100-year floodplain and recent storm draining improvements do not remove the <br />property from the floodplain and the design of the building will be effected by required floodplain <br />mitigation regulations. As a matter of process, Staff is recommending that the applicant obtain a <br />floodplain development permit prior to proceeding with a Final PUD application. <br /> <br />Commission Questions: <br /> <br />Commissioner Boulet asked about the statement that the floodplain ordinance may effect the <br />architectural appearance of the building and what is being proposed. Mr. Ranu stated that the <br />building either needs to be elevated two feet above the base flood elevation or floodproofed. That <br />has impacts on the appearance of the building either if it is two feet above the base flood elevation <br />and also on the design of the materials necessary to floodproof the building which will need to be <br />disclosed on the final plans for review. <br /> <br />Applicant Presentation: <br /> <br />Rob Fisher, New West Architecture. Mr. Fisher addressed the Staff and stated that they agreed <br />with all of the conditions. Mr. Fisher stated that they put a gable roof on the building for two <br />reasons. One was an attempt to be a go-between between the building to the south, which has a <br />gable roof, and one to the north that has a flat roof. Both roofs start at different heights and go to <br />higher heights, therefore they tried to become a stepping stone between the two buildings. The <br /> <br /> 8 <br /> <br />
