Approved – September 18, 2003
Lipton briefly reviewed the applications for the May 13, 2003 meeting. He asked why the Public
Safety Building was coming back to the Planning Commission when they had already approved
the final PUD.

Paul Wood, Director of Planning, stated that the architect had changed, enough changes were
made to the exterior of the building and it had not been before City Council so it was necessary to
bring it back to the Planning Commission.

7.Staff Comments

Staff discussed the following: 1) South Subarea Comprehensive Plan update, 2) a City-wide
Comprehensive Plan, 3) HWY 42 Framework Plan.

Staff referenced the Memorandum that was included in the meeting packet to lead the discussion
of the Comprehensive Plan (South Subarea and City-wide Comp. Plan and HWY 42).

Several Commissioners expressed concerns that perhaps the City Council is not interested in
doing a citywide comprehensive plan. Wood replied that the support for a citywide plan would
not come at the expense of other priorities.

Lipton suggested that the Commissioners respond formally to the City Council regarding their
concerns they have expressed this evening. Robson stated he would draft a letter to the Council;
send it via email to Kalish and McDermott for editing, then to the Commissioners for final
approval before sending to City Council members.

Johnstone reported that the HWY 42 Framework Plan is in the finalization process. A public
meeting is scheduled for May 1, 2003 to present the final plan. It is also possible that it will be an
agenda item for the May 13 Planning Commission meeting.

Lipton suggested that with the number of items and the detail that is anticipated for some of the
items that the Commission might need to hold an overflow meeting during May. The meeting
would be held on May 22, if necessary.

8.Planning Commission Comments

McAvinew discussed the use of the term “Kentucky Bluegrass” in the revised CDDSG Landscape
proposal.

Lipton requested that staff review the PUD plans for the church located on Via Appia. He
believes some key elements of the landscape and site plan are missing.

9.Adjournment

Lipton called a motion to adjourn. So moved by McDermott. Seconded by Kalish.
Lipton adjourned the meeting at 9:00 pm.

14
