<br /> <br /> <br />5)The Code Enforcement Division reports there have been no public complains against the <br />auto use during the last five years, nor have there been any traffic accidents recorded at <br />Cannon Circle and Highway 42 <br /> <br />Johnstone also reported that staff has concerns that the development plan is not consistent with <br />the Special Review Use (SRU) criteria (17.40.100) and its relation to the review document the <br />Highway 42 Revitalization Area Comprehensive Plan (42-RACP). <br /> <br />Johnstone presented an email from Craig Kitzman, with the City’s Public Works Department <br />regarding the ROW along Highway 42. <br /> <br />Johnstone concluded by stating that Staff is making recommendations that they believe would <br />bring the site / application into better compliance with the City’s PUD and SRU criteria. <br />Resolution No. 16, Series 2004 recommends approval of the preliminary PUD Amendment and <br />SRU application with 10 conditions. <br /> <br />Commission Questions: <br />Lipton requested questions from Commissioners to staff. <br /> <br />Chairman Lipton asked for a motion to enter into record the email from Mr. Kitzman. <br />Commissioner McAvinew moved and Commissioner McDermott seconded the motion. Motion <br />passed by unanimous voice vote. <br /> <br />Chairman Lipton asked if the parking system lift would go away what would we be looking at <br />for a parking ratio. Johnstone replied the ratio could change from 5 / 1000 SF to 2.7 / 1000 SF. <br /> <br />Commissioner McDermott asked what was being done by Code Enforcement to bring the site <br />into compliance with the approved PUD. Johnstone replied that he had no knowledge of what <br />was being done. <br /> <br />Commissioner Deborski asked for a clarification of the parking ratio of 2.7 / 1000 SF. Johnstone <br />stated that the 2.7 / 1000 SF is a surface parking ratio only. The 5 / 1000 SF is based on the <br />parking system lift of 10 additional spaces. <br /> <br />Chairman Lipton asked for other questions from Commissioners. None heard. <br /> <br />Applicant Presentation: <br />Chairman Lipton asked for the Applicants presentation. <br /> <br />Gordon Fordyce, 1655 Cannon Circle thanked Jeffery Martell for all the work he had put into the <br />project. He clarified that the automotive / brake service will be at the front of site while the auto <br />body at the rear of site. He also stated that he is not yet clear on the parking information as <br />presented by City Staff. He continued with a brief discussion of the street surface completion on <br />Cannon Circle and that he agrees it needs to be done but feels that the property owners along <br />Cannon Circle should be included but he has not been able to get their cooperation. He also <br />requested that the ROW issue be addressed for his property as it will be addressed for all others <br />10 <br /> <br /> <br />
