City Council <br />Meeting Minutes <br />October 21, 2014 <br />Page 12 of 24 <br />the Librarian I — Children's Services, the Museum Tech and one Open Space Ranger <br />the third quarter; delay hiring the second part -time Open Space Ranger until 2016. <br />Mayor Muckle suggested hiring the Open Space Ranger in the first quarter. <br />Council member Keany suggested the Museum Summer Intern position be hired in the <br />2nd quarter. He recommended the Council rely on staff to come back with a <br />recommendation on staffing and how it would impact the budget. Mayor Muckle agreed. <br />Council member Stolzmann stated this process would not work for her. She felt it was <br />important for Council to manage the budget. She supported having another budget <br />meeting and stated it is important for the stewardship of taxpayers' money. <br />Council member Loo agreed and pointed out discrepancies in the budget relative to the <br />HR Tech, the Arborist Tech and the increase in the Senior Accountant's hours. She <br />requested clarification on these discrepancies. She noted there are items on the list of <br />cuts, which do not mesh with the significant proposed changes from the last packet. <br />She felt she had a responsibility to her constituents to see what the City is spending <br />money on. City Manager Fleming stated staff would review the discrepancies. Finance <br />Director Watson stated the Senior Accountant's hours have been returned to a 32 hour <br />position. <br />Council member Keany asked City Attorney Light if an emergency meeting would have <br />to be called in order for Council to meet next Tuesday night. City Attorney Light <br />explained the Council could call a Special Meeting if it's their desire to give staff <br />direction on the budget. There was Council consensus on conducting a Special Meeting <br />on Tuesday, October 28th to further discuss the 2015 budget. <br />Mayor Muckle asked Council members whether they were in favor of the booster <br />paving. There was Council consensus. <br />Council member Lipton addressed the Parking Permit Plan Study and the Special <br />Events Parking Plan and recommended delaying those studies to 2016. There was <br />further Council discussion. <br />Council member Keany had questions relative to the City Manager's suggested cuts <br />and asked for clarification on the Economic Development's parking plan study. City <br />Manager Fleming explained there are four different parking plan studies; the <br />neighborhood parking plan, the special event parking plan, an overall downtown parking <br />study and financing a parking structure study. <br />Council member Keany stated his understanding the Residential Parking Permit Plan <br />study was $50,000; the Special Events Parking Study was $20,000 and the Parking <br />Structure Plan was $60,000. He supported keeping the Special Events Parking Study <br />and deleting the other studies. <br />
