City Council <br />Meeting Minutes <br />October 21, 2014 <br />Page 13 of 24 <br />Council member Stolzmann was in favor of addressing parking problems with Special <br />Events, but felt there should be a presentation on the parking permit plan to show how <br />parking is managed in other areas. She did not see the need for a specialist to tell the <br />City they need offsite parking. Council member Moss supported the Special Events <br />Study, but not the parking permit plan study. <br />Public Relations Manager Muth explained these were a recommendation from the <br />Parking Task Force and the Planning Commission. She stated even if offsite parking is <br />secured for Special Events, the public will park within a few blocks of the event if that <br />parking is unrestricted. <br />Council member Lipton stated all the parking studies are approximately $120,000. She <br />supported splitting the total cost in half and using the $60,000 for all the parking studies. <br />Mayor Pro Tem Dalton agreed. <br />Council member Stolzmann supported some action items to reduce the parking <br />problems, but was not in favor of studying the Parking Permit Program or the Special <br />Events Parking Study. <br />Council member Lipton noted the neighborhood parking project has already been <br />deleted. He supported eliminating both studies for 2015. Council members Moss, <br />Stolzmann and Keany agreed. <br />Mayor Muckle summarized the Council's decision to cut all the parking programs <br />studies from the budget. <br />Council member Lipton addressed the IT budget and suggested the City Manager <br />review the IT Budget with staff to see if there is an opportunity to move some of the <br />projects out to 2016. <br />Mayor Pro Tem Dalton asked the City Manager and the IT Director to tell the Council <br />whether they can accomplish the proposed projects in 2015. If it can be accomplished, <br />he felt the City Council should fund those projects. Council member Lipton agreed. <br />There was Council consensus. <br />Council member Lipton asked for Council comments on the Historic Structure Survey. <br />Mayor Muckle supported going forward on the survey and noted the money comes from <br />a fund with a dedicated purpose. The information from the survey would provide <br />guidance for the Master Plan and periods of significance and it was a priority of the <br />Historic Preservation Commission. <br />Mayor Pro Tem Dalton stated his understanding the survey was not necessary for the <br />Master Plan in order to determine a period of significance. He opposed doing the <br />survey until the citywide plan is completed. Council member Keany agreed. <br />
