<br />Tanoue read by title only Ordinance No. 1236, Series 1996, "An ordinance providing for the <br />decriminalization of certain traffic offenses and other miscellaneous code violations." <br /> <br />Bill Simmons, City Administrator, stated that this will decriminalize most traffic offenses which do <br />not constitute a criminal offense, and violations concerning weeds, bicycles, and animals generally. <br />This will alleviate congestion in municipal court, streamline the proceedings and reduce burdens on <br />persons required to appear in municipal court. <br /> <br />Davidson opened the public hearing calling for anyone wishing to speak on Ordinance No. 1236. <br /> <br />Bruce Joss, Prosecuting Attorney for the City of Louisville, pointed out that under this change if the <br />defendant failed to appear, the court would enter a default judgement against that party and <br />automatically assess the normal fine. That fine and the points attached to that offense would be <br />reported to the Division of Motor Vehicles. When the person goes to renew their drivers license, <br />they would not be able to do that until the fine(s) are paid. It will greatly clean up the court docket <br />and stop taking so many man-hours from the Louisville Police Department. He pointed out that there <br />is a multi-state agreement where, if there is an outstanding ticket/charge in one state that is a part of <br />this multi-state agreement, that also puts a hold on your drivers license. <br /> <br />Davidson closed the public hearing and called for Council comments or motions. <br /> <br />Howard moved that Council approve Ordinance No. 1236, Series 1996, providing for the <br />decriminalization of certain traffic offenses and other miscellaneous code violations at second and <br />final reading, seconded by Levihn. Roll call was taken. Motion passed by a 7 - 0 vote. <br /> <br />ORDINANCE NO. 1238, SERIES 1996 - INCREASING BUILDING PERMIT FEES IN THE <br />CITY OF LOUISVILLE, COLORADO - 2ND READING - PUBLIC HEARING (PUBL. <br />LSVL. TIMES 11/09/96) <br /> <br />Tanoue read by title only Ordinance No. 1238, Series 1996, "An ordinance increasing building permit <br />fees in the city of Louisville, Colorado." <br /> <br />Tom Talboom, Chief Building Inspector, stated the ordinance provided for a 3.5% increase <br />commencing January 1, 1997. He pointed out that the fees had not been changed since 1983 and the <br />1994 Code pointed out a 40% increase. Rather than have that large an increase, Council directed <br />staff to break it into ten increments of approximately 3.5% each year. <br /> <br />Lathrop asked about elevator inspections. <br /> <br />Talboom stated that ours was done on a contract basis with DRCOG for $110.00 per elevator for two <br />inspections per year. There is an additional $40 for in-house costs for paperwork and administrative <br />costs for processing the billing. Each year the elevators are certified. <br /> <br />3 <br />
