Open Space Advisory Board <br />Minutes <br />October 8th, 2014 <br />Page 5 of 6 <br />IX. Discussion Item: Resolution Approving the Coyote Management Plan <br />This document is in its final draft. The content has not been substantially changed from <br />what was seen by the board previously. Tom disliked the paragraph about how <br />landowners can kill troublesome coyotes. He noted that it didn't emphasize that lethal <br />control is intended for landowners coping with agricultural /livestock damage, not for <br />suburban citizens, and the points about necessary permits were buried in the paragraph. <br />Ember said that staff could make that revision. Ember suggested that there also might be <br />a small tweak needed to the table on page 20. The board indicated that if Ember made <br />these two changes to the document, the board would not need to review it again. Tom <br />motioned to approve this document. Linda seconded. The motion passed unanimously <br />with general praise for staff on a job well done. <br />X. Discussion Item: Introduction of "Tiger Teams" <br />Helen asked the board if they would like to continue with the concept of small "tiger <br />teams" of two people working between meetings to move certain topics along, such as: <br />education materials at Harper Lake, the survey project, the new webpage, wayfinding. <br />Having two people meet doesn't require open agenda rules, but may accelerate the pace <br />of some projects and can assist staff. <br />Laura and Linda volunteered to be the team for Harper Lake education materials <br />(meeting with Catherine Jepson). Tom and Laura volunteered to be the team for <br />wayfinding meetings (meeting with the wayfinding consultants, which will probably be <br />Wed. afternoons— Laura can't do it until after 3:00). Mike and Helen can be alternates <br />for the wayfinding team. <br />XI. Discussion Item: Topics for Brainstorming Session with City Council <br />1) Mike is shocked by the numbers of dogs off -leash at Davidson Mesa. Mike would like <br />to see a dialog with police and council about enforcement for dog leash laws. He feels <br />this is not an education issue, but an enforcement issue. This could be done by police or <br />by "rangers." <br />2) During the study session with council, there was a discussion whether OSAB should <br />be involved in advocating for park land acquisition (such as the recent Baptist Church <br />property purchase), and whether the Forestry Board (HFAB) should also be involved in <br />any such discussion. Helen suggested the OSAB's scope should be formally expanded to <br />include trails. <br />3) Mike took it further by wondering if there was any political will for a parks and <br />recreation tax that is separate from the Conservation Trust -Land Acquisition Fund (as is <br />done in the City of Lafayette). He also wondered whether a portion of the Conservation <br />Trust -Land Acquisition Fund should never sunset, but be dedicated towards maintenance. <br />Mike observed that in the long term, impact on public open space land will get larger as <br />the population gets more dense, and it is incumbent on citizens to actively manage and to <br />preserve it. <br />4) Tom suggested that we need to do resource management and maintenance studies. <br />5) Laura and Mike suggested that we have a discussion about what Open Space <br />expenditure will look like in 50 years.
