City Council <br />Meeting Minutes <br />November 18, 2014 <br />Page 4 of 16 <br />He noted there has been a lot of public communication about the delay of replacing the <br />bridge. He acknowledged the process has been slow and has frustrated residents. The <br />City staff is working closely with the Federal Highway Authority (FHWA), the Colorado <br />Department of Transportation (CDOT), the State of Colorado, and Community <br />Development Block Grant Funding (CDBG) to ensure a 100% reimbursement along with <br />a streamlined process to construct the bridge in a timely manner. He noted as federal <br />dollars are being requested the approval process for the design goes from the city to the <br />state and to the federal government levels. <br />Public Works Director Kowar explained the presentation represents a 30% completion <br />of the design. There are four design concepts for the 95th Street Bridge replacement, <br />which can be achieved with the City's budgetary resources. Staff will confer with CDOT <br />to determine what they will fund. He introduced the design team: Michael Baker, David <br />Nemovitz, who have prepared the technical design and made the environmental and <br />hydraulic analysis, and Patricia Meier of PKM, who developed the project aesthetic <br />concepts. <br />David Nemovitz thanked Council for the opportunity to present the plan options for the <br />bridge. The presentation will share the background for the decisions and present two <br />decision points for the City Council. Those two decisions are the bridge and the <br />shoulder widths. He explained the cost of the project is reimbursable through the <br />following partnerships: <br />FHWA (80 %) <br />State (10 %) <br />CDBG (10 %) <br />City (0 %) <br />Total <br />$2,923,682 <br />$ 365,460 <br />$ 365,460 <br />$ 0 <br />$3,654,602 <br />Project Schedule: <br />• November 2014 <br />• December 2014 <br />• January 2015 — <br />• August 2015 — <br />• March 2016 - <br />— Present to City Council (30% completion of concept design) <br />— Present to CDOT /FHWA <br />Conclude Preliminary Design /Update Council <br />Advertise for Construction <br />Complete construction, re -open roadway <br />Mr. Nemovitz recognized two items: 1) Understanding the hydraulics of the bridge <br />before and after the flood; 2) elaborate on the hydraulic analysis to examine the design <br />concepts and alternatives to develop the bridge and to determine the preferred option. <br />He referred to a slide, which illustrated the 100 -year flood plain. He noted the flood <br />plain expands when it nears County Road and the channel banks are not tall enough to <br />contain all the water where the ground is very flat. He noted the proposed project will <br />provide an improved hydraulic solution at the bridge, but will not fix all the overtopping <br />of the road with the 100 -year water elevation (Bella Vista, County Road, 95th Street or <br />Community Park). The flooding would still occur, but the bridge would remain safe. <br />
