City Council
Meeting Minutes
November 18, 2014
Page 4 of 16
He noted there has been a lot of public communication about the delay of replacing the
bridge. He acknowledged the process has been slow and has frustrated residents. The
City staff is working closely with the Federal Highway Authority (FHWA), the Colorado
Department of Transportation (CDOT), the State of Colorado, and Community
Development Block Grant Funding (CDBG) to ensure a 100% reimbursement along with
a streamlined process to construct the bridge in a timely manner. He noted as federal
dollars are being requested the approval process for the design goes from the city to the
state and to the federal government levels.
Public Works Director Kowar explained the presentation represents a 30% completion
of the design. There are four design concepts for the 95th Street Bridge replacement,
which can be achieved with the City's budgetary resources. Staff will confer with CDOT
to determine what they will fund. He introduced the design team: Michael Baker, David
Nemovitz, who have prepared the technical design and made the environmental and
hydraulic analysis, and Patricia Meier of PKM, who developed the project aesthetic
concepts.
David Nemovitz thanked Council for the opportunity to present the plan options for the
bridge. The presentation will share the background for the decisions and present two
decision points for the City Council. Those two decisions are the bridge and the
shoulder widths. He explained the cost of the project is reimbursable through the
following partnerships:
FHWA (80 %)
State (10 %)
CDBG (10 %)
City (0 %)
Total
$2,923,682
$ 365,460
$ 365,460
$ 0
$3,654,602
Project Schedule:
• November 2014
• December 2014
• January 2015 —
• August 2015 —
• March 2016 -
— Present to City Council (30% completion of concept design)
— Present to CDOT /FHWA
Conclude Preliminary Design /Update Council
Advertise for Construction
Complete construction, re -open roadway
Mr. Nemovitz recognized two items: 1) Understanding the hydraulics of the bridge
before and after the flood; 2) elaborate on the hydraulic analysis to examine the design
concepts and alternatives to develop the bridge and to determine the preferred option.
He referred to a slide, which illustrated the 100 -year flood plain. He noted the flood
plain expands when it nears County Road and the channel banks are not tall enough to
contain all the water where the ground is very flat. He noted the proposed project will
provide an improved hydraulic solution at the bridge, but will not fix all the overtopping
of the road with the 100 -year water elevation (Bella Vista, County Road, 95th Street or
Community Park). The flooding would still occur, but the bridge would remain safe.
