Mayer was concerned about Section 4-C," .... voting rights of the parties .... "He was concerned that, <br />if Boulder County citizens are paying for this, he did not understand why the citizens of Boulder <br />County would not get the assets of the facility, if no further authority were available. He <br />recommended having this clarified and direct the City Administrator and City Attorney to work with <br />Boulder County and the other entities to get this resolved. <br /> <br />Davidson wanted to add the question of the liability that may result from hazardous substances being <br />improperly handled or stored by the Solid Waste Authority. <br /> <br />Mayer suggested that Council direct the City Administrator and City Attorney to try to resolve these <br />issues with Boulder County and bring it back to Council. <br /> <br />Davidson moved that Council the direct the City Administrator and City Attorney to resolve these <br />issues, including undefined liability or to have the County perform the function of the recycling <br />authority. Seconded by Mayer. All in favor except Sisk and Levihn (3 - 2) with Lathrop and Keany <br />being absent. <br /> <br />OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF AGENDA <br /> <br />NONE <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />NONE <br /> <br />CITY ADMINISTRATOR'S REPORT <br /> <br />Bill Simmons, City Administrator, announced that Pamela Pierce had been designated as the Acting <br />Finance Director and that the Library would be closed from January 30, 1995, to February 4, 1995, <br />allowing for the final renovation. Also, he had a meeting with the Ponderosa Pines Homeowner's <br />Association and would soon be making recommendations to Council concerning their concerns. He <br />reminded Council that there would be a meeting next Monday concerning the ground lease for the <br />Boulder Valley Hockey Foundation. The City Attorney or representative, Mayor Davidson, and <br />Councilmembers Sisk and Levihn would be attending. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Davidson asked when the traffic light would be installed at Via Appia and South Boulder Road. <br /> <br />Tom Phare, Public Works Director, stated that it should be in the first quarter.
