Louisville City Council Meeting
January 21, 2003
Page 2

Approval of Form Settlement Documents; Centennial Valley Properties,
II, LLC, The Park at CTC, LLC, and the Park at CTC III, LLC v. City of
Louisville. Case No. 02CV902, Boulder County District Court, Div. 1

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

Frosty Woolridge, 1458 Ford Place, Louisville, CO, addressed the trailer ordinance, and
the various requests from citizens for Council to reconsider the ordinance. He voiced his
disagreement with altering the ordinance. He stated the ordinance would mandate
neighborhoods to be clear of trash and dilapidated trailers. He urged Council to maintain
a high standard for neighborhoods.

Woolridge also addressed the over population issue and requested Council consideration
on a resolution similar to the one adopted by the Town of Aspen. He explained such a
resolution would assist in stabilizing the population. He read articles relevant to the issue
of overpopulation, and asked Council to invite him to participate in a work session to
discuss measures to control the population.

Betty Hansen, 1622 S. Polk Avenue, Louisville, CO, addressed the ordinance governing
motor homes and tent trailers. She voiced her support of Council review of the ordinance
to amend certain provisions. She expressed her right and the right of others to have
trailers on a side yard, if they are properly maintained.

J. Charles Hill, 233 Jackson Circle, Louisville, CO, voiced his right to park his trailer in
the side yard. He stated he did not want the neighborhood to look run down, but
supported maintained trailer storage on side yards.

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON
THE AGENDA

Davidson addressed the trailer ordinance and stated it was intended to cover violations of
trash and unkempt trailers, and unintentionally included all trailers.

Sisk addressed the work session, where several citizens voiced their opinion as to the
trailer ordinance. He stressed those citizens presented a dialogue that was helpful and he
voiced his appreciation for their comments. He stated he would endeavor to review the
ordinances more closely.

Brown addressed the overpopulation issue brought forward by Mr. Woolridge. He
stressed the Council wants to address issues germane to the citizens of Louisville. He
noted that none of his constituents has contacted him about the overpopulation problem.
He suggested the City Council might not be the right forum for the issue of
overpopulation.
