He <br />says they should have communicated in a <br />better method. <br />Another issue was that the boundaries for <br />the election created a serious equit Y i:s:t1e <br />among the residents of the municipalities <br />within the boundaries versus those who did <br />not vote outside the boundaries. It became <br />a question of, if you didn't live in the <br />district, you benefited from the highway <br />but you weren't being taxed. <br />Irr rc:~i r ospect, the boundaries should not <br />have been done the way they were pre::, •r, t rid . <br />Mr. Ferdinandsen feels the ambiguity around <br />the financing created uncertainty in the <br />peoples' minds. They could have done a <br />better job in answering the questions the <br />people had. <br />Mr. Ferdinandsen feels that, in the spirit <br />of cooperation and in terms of trying to <br />rebuild some trust between everyone, they <br />would like to have an opportunity to do it <br />better. They feel they can do a better <br />job. The timing needs to be done in a <br />better way. <br />He ft'.(~I:t l;hat we should not build a portion <br />of the W-470 on the north side until ~,,, rare <br />sure that the airport is going to be built <br />and in what time frame. Secondly, that the <br />linkage would coincide with the development <br />of the rest of the beltway on the east <br />side, the E-470. <br />Mr. Ferdinandsen stated that they do not <br />want to raise taxes anymore than necessary. <br />He would try to urge that we do the <br />cooperative agreement in a long-term <br />relationship. He pledges that he will try <br />to keep the dialogue as open as possible <br />and try to develop a certain amount of <br />trust.
