extr-c~~rac~ly desirable to everyone. <br />He is, personally, angry with the State <br />Hiy1r.~;.~ar Iepartment as it is their <br />responsibility to develop transportation <br />syst r~«s;: of this magnitude. The fact is <br />the State has operated in total absence, <br />particularly around the Metropolitan area. <br />Mr. Ferdinandsen does not feel that it <br />would be appropriate for him to try to <br />either dissuade or persuade Louisville into <br />taking a course of action that Council <br />feels may not be in the best interest of <br />the City of Louisville. <br />Mr. Ferdinandsen related that the whole <br />notion of W-470 is a cooperative, mutual <br />agreement among all the various members of <br />the W-470 Highway Authority. The right to <br />form that agreement was given to the <br />Authority by the legislature because they <br />recognized the State Highway Department did <br />not want to take the responsibility to <br />build the beltway. <br />Mr. Ferdinandsen anticipates that the State <br />of Colorado would allow state funds to <br />match against toll financing so that the <br />Authority could move forward with the <br />project. <br />When the Authority received the <br />designation, the State Highway Commission <br />said that they agreed with the designation <br />of W-470, but would not allow funds from <br />the rest of the state to be utilized for <br />the benefit of this project. Consequently, <br />the Authority decided to proceed with an <br />election. They came forward with a model <br />tla<~ l w~1:3 based upon the E-470, which had <br />been successful and found that the issues <br />for lh~~ i~: -f70 were substantially different <br />than what they were in Louisville. Mr. <br />Ferdinandsen stated that he thinks the <br />Authority has an obligation to i i:;t can t:o <br />what those differences are. <br />Mr . Ferdinandsen stated that one <>f 1:Fie <br />differences clearly was that the Authority <br />overdesigned the project in terms of what <br />the public perceived that they were buying. <br />The Authority feels they could phase in the <br />design of the project and build it in such <br />10 <br />
