same time I will not give up my personal freedom
nor do I expect you to give up your personal
freedom Mr. Carnival. When I decide to speak on
behalf of the city it will be done with proper
direction. This is the way I have done it in the
past and this is how I will continue to do so.
Sackett: When you introduced yourself at the meeting did
you introduce yourself as a City Councilwoman?
Hornbostel: Yes I did state that I was a Councilwoman for the
City of Louisville. My feeling is that they
already knew that I was a Councilwoman. I never
stated that my opinion was the city's opinion.
Howard: Were there other representatives that spoke but
not on behalf of the their cities and how did they
do it?
Hornbostel: When they got up to the podium and stated that
they were speaking on behalf of their city.
Carnival: I was not aware of any format that would allow the
cities that were in favor of or against speak
first then everyone else speak. I felt that the
reason most of the people were there was to show
support for their city. The reason that no
opinion was reported in the-paper was because the
reporter was not in the room at the time.
Sackett: Felt that when the original resolution was brought
before the Council no one was given time to look
at it. I think we could have looked at it better.
Open Government is good. I think you shouldn't
have stated that you were a councilmember. But on
the other hand I feel there is nothing wrong with
a councilperson going to such meetings. I would
hope that we could relook at the original
resolution and redraft it.
Howard: Felt that
Councilman
without the
the Council
represent t
the Council
if Councilwoman Hornbostel and
Davidson had represented the city
consent of the Council then they owed
an apology if in fact they did not
he city then Councilman Carnival owed
an apology.
Howard moved to have the City Attorney look at the open
government Resolution that was presented at the February 6th
meeting and look at the transcripts from the MTDC meeting and see
if the Councilpeople were in violation of this resolution.
Motion was died for lack of a second.
8
