INSTRUCTION TO THE CITY ADMINISTRATOR CONCERNING REQUEST <br />FROM INDIVIDUAL COUNCILMEMBERS FOR DETAILED, COMPLEX INFORMATION <br />Brand: Her concern was because of a request from Councilman <br />Howard and the amount of time it would take to comply all of the <br />information that he wanted. The concern is a matter of spending <br />a lot of hours when we have individual requests from one <br />Councilmember and not knowing how this information is going to be <br />used. Also is this information going to be used in a way with <br />which the entire council concurs. I would like some direction <br />from you as to whether we are going to spend a lot of time to <br />prepare things that one Councilmember has asked or do you want <br />that to come about as a vote of a majority of Council? <br />Howard: I did in fact ask for all the information that was listed <br />in the memo from the City Administrator. First time I heard that <br />it was going to take a lot of time was when I got the "nastygram" <br />from the City Administrator. If in fact your problem was that i <br />was asking for information for more detail than you could gener- <br />ate, then I should in fact gotten a similar response to my re- <br />quest. Instead what I get is a lecture in memo form, which I <br />find distasteful. In fact if we go through these question that I <br />asked I can't find anyone of them that, in fact, does anything <br />more than clarify how the recreation center is being operated. <br />When I received this memo it appeared to me that staff is in fact <br />unable or unwilling to get me the information that I requested as <br />a Councilman. My only response is to check myself, if staff <br />won't give me the data then I will have to check myself. Myself <br />and Councilman Davidson have spent the last couple of days <br />visiting the recreation center at various times. When I was <br />there at 11:05 we were able to count 8 people working at the rec <br />center and a total of 32 people in the rec center. When we came <br />back at 2:30 we asked how many people were working the number had <br />dropped down to four people. We also asked is there in fact any <br />management that was there and we were told in fact that there was <br />no management in place. This does. show the concerns about the <br />management of the recreation center are justified. When we were <br />walking around the center we noticed several things like the <br />aerobics room was left open, class room and there was other room. <br />I think that one thing that I have not been able to get is a warm <br />and fuzzy feeling that in fact I don't have to ask these ques- <br />tions, just the opposite. If we don't have the information that <br />I have requested why does staff appear to be reluctant to gener- <br />ate that information. I have no problem if it is going to take a <br />large amount of time to generate that information. <br />Sackett moved that Councilman be allowed to ask for information <br />without Council permission as long as it didn't take more than an <br />hour. If it takes longer than an hour then it needs to come back <br />_ to Council and the City Administrator be given the authority to <br />determine if it will take longer than an hour, seconded by <br />2 <br />
