Carnival. <br />Szymanski: It seems to me that when we first started in January <br />something was said that we couldn`t work as individual Council <br />people, we had to work together as a team if we wanted <br />information or anything such as. Would you please set that <br />straight for me. <br />Mayor Fauson: Stated he felt that was the intent of the Council. <br />Davidson stated that he has no objection to the motion but he <br />would prefer the City Administrator make a judgment, does it need <br />to come to Council or doesn't it? Even if it takes 15 minutes if <br />the City Administrator thinks it's an issue that should come to <br />the Council first, then she should do that. I feel that her <br />judgment if very good. <br />Szymanski: Felt the same as Davidson. <br />Davidson: If the City Administrator needs something more specific <br />then we need to give it to her. <br />Mayor Fauson: Felt it might be hard for the City Administrator to <br />say something to one of the Councilmembers without that member <br />feeling that he/she was being picked on. Asked if the City <br />Administrator would like more direction. <br />Brand: I would like direction on the amount of time. <br />Sackett said he would be willing to change his motion to consider <br />the hourly guideline and be gathered in less than an hour would <br />be done so without overall Council approval, otherwise you need <br />to ask rest of the Council whether or not to spend the time <br />recognizing that Council people acting as part of a committee may <br />request information taking more time than that, an example would <br />be the Finance Committee. Carnival agreed. <br />Howard: If we are going to have a guideline then we need to have <br />some form of feed back. If people are making requests then we <br />need to make sure that the request is being sent on to Council. <br />My questions have still not been addressed. The question on <br />whether I can get basic information or if basic information is <br />available needs to be addressed. If it is not addressed then I <br />think I have to go through the records myself. If it takes too <br />much staff time then I will have to do it myself. I would like <br />staff to come back with answers on what they can provide and when <br />they can provide it. <br />Brand: I did explain to Councilman Howard at the lunch table on <br />Wednesday that a lot of that information is not available. In <br />order to get some of the information we may have to do a survey <br />for at least three months. <br />Roll Call was taken on the motion. Motion Passed 6-1 with Howard <br />voting no. <br />3 <br />
