Davidson: Would we be able to tell what type of effect cutting <br />the recreation budget would have? I don't want to cut the rec <br />center for something it needs. Could we cut a half of a F.T.E. <br />and still provide an adequate level of service off the desk and <br />still provide a level of service. <br />Baysinger: Without being in operation for an entire year it is <br />difficult to say whether we could or not or what the impact would <br />be. <br />Carnival: What would be an appropriate level of funding? Is 60$ <br />not appropriate. I would like it to have it at 0. <br />Davidson: That is not my concern. I think it is operating at a <br />level, the 50$ or 60$, at a level that you would expect. My <br />concern is at that level it is fairly high for a city of this <br />size. Maybe there are ways that this can be done. I am only <br />talking about the recreation center and what it is costing us to <br />run the recreation center. <br />Sackett: Felt the question is whether this Council feels that the <br />service that has been provided in the budget is comfortable. If <br />we reduce the 10$ it means that we would have to reduce the <br />services. <br />Hornbostel: The other question is there other alternatives to <br />cutting. We need to look into this so we can say yes we have <br />looked. <br />Carnival: I am comfortable with the budget that has been <br />presented. If staff feels that the budget as it is presented to <br />us here meets and exceeds what we have provided to our citizens <br />and still leaves us financial sound as a city, then I have no <br />problem with that. <br />Mayor Fauson: Felt that Baysinger and the City Administrator <br />should give us more direction of what they would want. Did not <br />want to cut the 10$ at this time? <br />After a lengthy discussion on how to resolve this motion was made <br />by Davidson. <br />Davidson moved and Howard seconded to cut the Recreation Center <br />budget by 521,626. <br />Howard made a friendly amendment to the motion and that is the <br />city staff continue with the studies on the recreation center to <br />determine if the net effect will be in the best interest of the <br />city and if it is not and we can not provide the best level of <br />service then we use the Council contingency fund to off set the <br />problem. Davidson said that was fine with him. <br />Sackett suggested that the money be placed in a reserve fund for <br />the Recreation Center and if citizens come to tell us that amount <br />7 <br />
