City Council
Meeting Minutes
March 18, 2014
creates serious problems for Louisville citizens. The Council is currently discussing
branding and marketing the City, but fails to speak of a primary characteristic of public
governmental entities, which is transparency. He felt the Louisville officials take active
steps to reduce transparency in City government and noted the minutes of City Council
meetings are delayed by two weeks. He felt this creates a barrier for Louisville citizens
to receive information.
Sandy Stewart, 649 Augusta Drive, Louisville, CO stated the Board of Adjustment will
review a request tomorrow night to authorize work to clear and reconstitute the creek
bed within the confines of the golf course. This request is only to repair damage and
not to mitigate the flood hazard for the surrounding neighborhoods. This request does
not advance any work to meet the directive and funding authorized by City Council at
the February 4th meeting. He asked the City Manager to clarify the progress and the
plans for both areas within and outside the designated flood plain.
Tom Rafferty, 940 Rex Street, Louisville, CO addressed the special events at the
Community Park and noted the purchase ofthe new open space area would be a good
venue for City events. He stated the Street Faire is so big and crowded it isnot any fun
and the Movies in the Park are too loud. He suggested spreading the bike and running
races around the City, at Memory Square and the Arboretum. He disagreed with a
parking structure in the center of pedestrian intense area. He felt a parking structure
across the tracks may be a better idea. He stated the shopping on Main Louisville is the
fabric of the community and not the restaurants. He did not support demolishing the
Baptist Church. He addressed the increase to utility fees and noted it will be difficult for
people on a fixed income.
Brian Allen, 575 Augusta Drive, Louisville, CO addressed the golf course and stressed
the importance of making common sense decisions when the golf course is
reconstructed. He felt $150,000 was set aside for the mitigation of the golf course so
the homes are not impacted. He hoped the money is used for what it was intended for.
Debbie Fahey, 1118 W. Enclave Circle, Louisville, CO reported on the success of the
2014 Heat for Relief event, (Dinner and Silent Auction), which raised over$10,000. She
thanked the Mayor, City Council and the citizens for their support.
APPROVAL OF THE CONSENT AGENDA
A. Approval of the Bills
B.
