City Council <br /> Meeting Minutes <br /> March 18, 2014 <br /> Page 3 of 20 <br /> Mayor Muckle called for changes to the Consent Agenda. <br /> Council member Stolzmann requested Consent Agenda Item C (Approve Design/Build <br /> Contract Between the City of Louisville and Goodland Construction, Inc. for the <br /> Reconstruction of Coal Creek Trail) and Consent Agenda Item D (Approve Resolution <br /> No. 17, Series 2014—A Resolution Approving the First Amendment to the Cooperation <br /> Agreement with the Louisville Revitalization Commission for the Highway 42 <br /> Revitalization Area Gateway Project Funding) be moved to the regular business <br /> agenda. Mayor Muckle moved Consent Agenda Item C and D to the end of the Regular <br /> Business Agenda. <br /> MOTON: Mayor Muckle moved to approve the Consent Agenda as amended, seconded <br /> by Council member Loo. All were in favor. <br /> COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br /> AGENDA <br /> Mayor Muckle thanked Mr. Sobel for his comments and noted the City is making <br /> improvements to the web site to provide for the public to view the City Council meetings. <br /> Council is also working on providing information to the public on City Council and other <br /> City Boards and Commissions activities. <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming introduced the City's future Police Chief, David Hayes. David <br /> was the unanimous choice to fill the position after a very intensive evaluation process. <br /> He has extensive experience in police work and currently holds the position of Deputy <br /> Police Chief for the City of Boulder. David has been a Louisville resident for 26 years. <br /> Chief Goodman will be honored on Thursday, March 20th at a reception at the Club <br /> House at the Coal Creek Golf Course. <br /> David Hayes agreed the City's evaluation for a new Police chief was a very lengthy <br /> process. He stated it was a good opportunity to see if he would be a good fit for the City <br /> and whether the City would be a good fit for him. He stated he was glad to be home in <br /> Louisville. <br /> City Manager Fleming addressed Mr. Stewart's comments relative to the flood and <br /> drainage mitigation at the golf course. The City will do everything they can, without <br /> triggering a full flood study to address flooding and drainage issues related to the golf <br /> course and the golf course reconstruction. The City must be careful not to suggest the <br /> City will mitigate flood damage outside the golf course or doing anything to trigger a <br /> flood study, which would take a minimum of six months or up to several years to <br /> complete. A flood study would delay the reopening the golf course. The City will look at <br /> drainage improvements and reconfiguration within the flood plain. The City has detailed <br /> 28 <br />
