Mayor Fauson moved and Scarpella seconded to place <br />Ordinance #985, Series 1989 out for publication <br />and set a public hearing for March 7, 1989. <br />Motion carried 5-0. <br />OTHER: <br />CHANGE OF MEETING DATE Stahl explained that the next regularly scheduled <br />Council Meeting falls on the same date as the <br />Special Municipal Election, March 21, 1989. Mayor <br />Fauson moved and Anderson seconded to change the <br />Council Meeting to Monday, March 20, 1989 at 7:30 <br />p.m. Motion passed 5-0. <br />AUTHORIZATION TO EXTEND PARKING LEASES - <br />COLACCI Stahl explained that on March 1, and June 1, 1984 <br /> , <br />the City Council entered into two lease agreements <br /> with Joe Colacci for the use of two public parking <br /> areas. The lots located 1) east of Front Street <br /> and north of Walnut, and 2) south of Pine Street <br /> and east of the American Legion, were engineered <br /> and improved by the City of Louisville. The <br /> leases expire February 28th and May 31st, and <br /> staff recommends extending the leases with the <br /> same terms and conditions as the original leases. <br /> The term is 5 years with annual property tax <br /> payment of $1,336 (total per year), and insurance <br /> and maintenance provided by the City. <br /> Mohr moved and Scarpella seconded to approve the <br /> Colacci lease agreements as presented. By Roll <br /> Call vote, the motion passed 5-0. <br />INVITATION FOR PRESENTATION BY W-470 <br />AUTHORITY Stahl stated that Leon Wurl, Executive Director of <br /> the W-470 Authority, has been invited to speak at <br /> a future Council meeting (possibly March 7th) to <br /> give an update regarding the future of the <br /> Authority and will be placed on the Agenda as soon <br /> as he or a member of his staff is able to attend. <br />PUBLIC COMMENTS John Leary, 1116 LaFarge Avenue, addressed Council <br /> stating there are three reasons why Council should <br /> reverse its previous actions "and get out of the <br /> W-470 Authority and get our money back." Mr. <br /> Leary stated that the first reason is "that the <br /> voters have given the Council a reprieve, that is <br /> they have given you another chance to reject the <br /> financial plan that you once adopted -- reject it <br /> just like they did." Mr. Leary stated that <br /> Council adopted the financial plan without review, <br /> and if they had taken the time to review the plan, <br /> would have rejected it. The second reason Mr. <br /> Leary presented was that the Authority "put forth <br /> its least obtrusive tax and it was soundly <br />4 <br />
