rejected." "We need to stop spending tax dollars
on keeping a special interest boon-Boggle alive."
"Most of all we need to stop wasting tax dollars
on polls...polls are calculated to figure out how
to get around the taxpayers will." "Elections are
the ultimate poll in a democratic process." The
third reason Mr. Leary stated was the loan to the
Authority by the City to be paid back when the
election was won. Mr. Leary stated that this loan
along with paying the Authority money a few days
before the election "show an arrogant disregard
for the democratic processes, that is the will of
the people." Mr. Leary stated that the voters
have given Council a chance for reprieve.
Pat Hornbostel, 655 W. Hawthorn, stated he would
like to emphasize that there are costs that aren't
always apparent when dealing with something such
as W-470. Mr. Hornbostel stated that if growth
isn't controlled, neither can taxes be controlled.
Mr. Hornbostel stated, "our present system
subsidizes growth; for instance, each house that
we build, we pay, the taxpayers pay, $5,000-$6,000
because the school finance act won't allow any
other method other than new bond issues to provide
this service." Mr. Hornbostel stated that the
golf course recently approved is going to cost
$2.5 - $3 million for new schools, and Lafayette's
annexation is going to cost the taxpayers $1
million, and the Schempp rezoning is going to cost
the taxpayers $350,000 - $400,000. Mr. Hornbostel
stated he hasn't calculated what the cost of new
roads will be, but the Governor feels that the
taxpayer should be paying $200 - $300 more a year
in taxes to provide roads "so we can subsidize
developers." "All we are doing right now with our
contributions to W-470 is subsidizing a bunch of
bureaucrats whose only function is going to be to
lobby the legislature to raise our taxes more."
Mr. Hornbostel stated that we need better jobs
with better wages and not more urban sprawl.
Margaret Hornbostel, 655 W. Hawthorn, asked that
Council withdraw from the W-470 Authority stating
that the vote on February 7th "shows that the W-
470 Authority has a credibility problem." Ms.
Hornbostel asked how much of this problem is this
Council responsible for. Ms. Hornbostel stated
that it is Council's responsibility to "pour over
a financial plan when you are spending taxpayers
money." "None of us wants developers making
decisions for the City with no one even asking
questions as to what the motives are." "There
were over 20 errors in the financial plan, yet it
was hastily approved to get it on to the ballot."
5
