Twelve firms submitted prequalification statements
and eight were sent a request for proposals for
providing design/build services to the City of
Louisville for the Recreation facility of which
five firms replied and were then reviewed "blind"
and scored.
Two firms were eliminated and interviews were
arranged for the three remaining proposers after
receiving a list of concerns the committee had
with their respective proposal.
The high scoring proposal is perceived by the
committee and staff to provide the largest
facility, 55,442 s.f., the highest grade of pool
and recreation center amenities, and the most
advantageous pricing structure resulting in the
lowest cost/square foot $57.00/s.f. Those businesses which
meet DCB's prequalification requirements will be
invited to bid on the appropriate items and, if
they provide the lowest competitive bid, and
demonstrate the required quality and schedule
capabilities, they will be awarded the work.
After Council questions and discussion, Carnival
moved and Scarpella seconded to award
