Carnival told Sackett that he agrees that this project <br />is more than what this Council projected to the people <br />when it was put to a vote, but believes that it is <br />appropriate to go ahead with the project as outlined. <br />Carnival moved and Ferrera seconded to award the <br />construction bid for the Library to Fischer <br />Construction in the amount of $174,150.00. Motion <br />carried 6-1 with Sackett voting no. <br />RESOLUTION #42, SERIES 1989 - INVESTMENT <br />POLICY Read by title only, Resolution #42, Series 1989, "A <br />Resolution amending the investment financial policies <br />for the City of Louisville." <br />Asti-Caranci explained that in April and May of 1989, <br />the Colorado Legislature passed two new bills <br />governing the investment of municipal funds. one bill <br />concerned the protection of public deposits (HB 1291) <br />and the other covered the investment of public funds <br />(HB 1056). This Resolution will amend the City's <br />investment policies in order for the City to be in <br />compliance with State Law. <br />Mohr moved and Mayor Fauson seconded to adopt <br />Resolution #42, Series 1989. Motion carried 7-0. <br />APPROVAL OF RECREATION CENTER INTERIOR COLOR <br />ELECTIONS Baysinger detailed the color choices for the interior <br />of the Recreation Center. Baysinger also asked that <br />Council approve advertising the proposals to bid the <br />furniture for the center. <br />Mayor Fauson moved and Carnival seconded to approve <br />the color selection for the interior of the Recreation <br />Center and approve advertising the proposals to bid <br />the furniture for the center. Motion carried 7-0. <br />ORDINANCE #1017, SERIES 1989 - POSITION CLASSIFICATIONS AND SALARY <br />SCHEDULE - 2ND READING, <br />PUBLIC HEARING Read by title only, Ordinance #1017, Series 1989, "An <br />Ordinance amending Title 2, Chapter 2.68 of the <br />Louisville Municipal Code concerning position <br />classifications and salary schedule." Publication and <br />notice of public hearing were certified by the City <br />Clerk. <br />Mayor Fauson opened the public hearing. <br />Broome explained that several sources were used to <br />develop the proposed 1990 Pay Plan and Salary <br />Structure. Included were the 1989 "Colorado Municipal <br />League Salary Survey", the 1989 "Mountain States <br />Employer's Council Salary Survey", and the 1989 <br />4 <br />
