Council directed <br />construction services to procure bids based upon the <br />completed schematic design. <br />The bids show Fischer Construction the apparent low <br />bidder. If award of all of the elements described in <br />the schematic design was accomplished, Fischer's bid <br />is $199,180 or $17,180 over the estimate Construction <br />Services prepared. After meeting with the Board, the <br />consensus is that the project can be completed within <br />the schematic estimates if the project is awarded <br />based upon base bid, Alternate 1 (brick veneer at <br />south addition) and Alternate 2a (jack hole), in the <br />amount of $174,150. The elevator equipment might be <br />obtained via the Community Development Block Grant <br />that was recently applied for by Construction <br />Services. However, the grant is not a definite, and <br />even if granted, the elevator could not be installed <br />by opening of the library (late April, 1990) as it <br />takes 5 months lead time after ordering it, taking <br />completion to October/November 1990. <br />The Library Board recommends award of base bid, <br />Alternate 1 and Alternate 2a to Fischer Construction <br />in the amount of $174,150 and requests the City <br />continue its efforts to obtain an elevator. <br />Marschner recounted that the initial budget for the <br />Library construction was $100,000 with another $35,000 <br />for furniture from the sales tax revenues. $15,000 <br />was allotted for architectural services. The <br />contingencies proposed in the sales tax election could <br />be utilized to make up for the difference. Total <br />contingencies for all projects outlined in the sales <br />tax election is $600,000 over a 5-year period. The <br />library budget was amended that increased the budget <br />from the original $150,000 to $181,000 for <br />construction. Asti-Caranci stated that the 1990 <br />Budget was adopted by Council with the additional <br />funds. This request asks for an additional $31,000. <br />Sackett stated that he feels uncomfortable with <br />approving the additional funds until we see if any of <br />the other projects funded through the sales tax <br />revenues may need the contingency funds. <br />Carnival stated that he feels this is an appropriate <br />place to spend the money so that we can have a library <br />everyone can appreciate. Carnival supports funding <br />the additional money to award the contract as <br />presented. <br />Ferrera concurred with Carnival stating that most <br />refurbishing projects are difficult to assess until <br />you are actually into the project. <br />3 <br />
