supposed to address all of the City's facilities (buildings, <br />structures, site improvements, equipment, roads, walks, passage <br />ways, parking lots, any real or personal property) and there were <br />a lot of them left out. He commented that the downtown <br />improvements that had been made for the handicapped are all full of <br />snow and unusable right now. <br /> <br />Miller pointed out that this is a plan that will have many changes <br />as they go along, since it is a living, working document. He has <br />completed a parks improvement plan, with the assistance of the <br />Parks & Recreation Director, Steve Baysinger, and the Parks <br />Planner, Randy Burkhardt. He stated that a curb policy will be <br />coming in sometime in '93 through the Public Works Department. He <br />explained that this is not a final document and it's not intended <br />to be. There will be changes and additions. <br /> <br />James Cohn, Director of the ADACA Consultation Services, which is <br />ADA compliance assistance, P.O. Box 74, Louisville, CO. He stated <br />that concerning the prioritizing of projects, when you're dealing <br />with centers of power, i.e., city halls, vertical ways are a key <br />issue and are essential in making sure the public can make contact <br />with the individuals in city hall. <br /> <br />Davidson called for anyone else in the audience who wished to speak <br />on the Transition Plan. <br /> <br />NOME <br /> <br />Davidson closed the Public Hearing and called for Council comments. <br /> <br />Mayer stated that it is not lack of concern, but that the City has <br />a fixed sum of money to be spent in certain areas. He explained <br />that the question the Council is asking itself is where it can be <br />spent most effectively. <br /> <br />Hornbostel stated that, because her husband, Pat, is on the <br />Committee, she finds it hard to be unbiased, so she will abstain on <br />this vote. <br /> <br />Sisk moved that Council adopt the Transition Plan for structural <br />and non-structural modification to City facilities. Seconded by <br />Howard. Roll call was taken. Motion passed with a 6-0 vote, with <br />Hornbostel abstaining. <br /> <br />Annette Brand, City Administrator, stated that this is a living <br />document and at the next meeting of the Committee it will be <br />amended and enhanced. She explained that one of the reasons the <br />Transition Plan is so sketchy now is because the City has a time <br />frame in which they have to have a plan adopted.
