without the adequate access to the property being figured out. To
a lesser extent, he felt the City of Louisville, as indicated by
the fact that she has some letters, previously, from the City, is
also remiss in the fact that this whole issue of access wasn't
settled previously. His solution was, since it is bounded by open
space, since it's crossed by the bike path and a sidewalk, would be
to make some sort of fair market value offer to Mrs. Allenbaugh for
the property.

Sisk:

As a resident adjacent to the
property, do you feel like having
this easement will create a hazard
to public safety, health?

VanNostrand:

Yes. This is a fairly heavily used
bike path, not just a walkway that
people might use. We're talking
about an intersection to a bike
path.

Douglas Olson, 530 West Sycamore Circle, Louisville, Colorado, was
concerned about the safety issue. When he bought his house, he was
told by McStain that this property was open space. He stated that
there is a blind intersection going toward the west, where the
driveway goes in, which he feels is an accident waiting to happen.
He just didn't feel that it was a place for a house. He felt the
access would be formidable for fighting a fire in there.

Lisa Dale, 536 West Sycamore Circle (which is right on the bike
path), Louisville, Colorado, presented Council with two (2)
petitions that she had circulated through the neighborhood: one on
the safety issue and one on having the property remain as open
space. She asked Council to not compound the mistakes.

Marty Stinger, 550 West Sycamore Street, Louisville, Colorado,
reiterated everyone's concerns about the~safety in use of the bike
path. He sympathized with Mrs. Allenbaugh's situation.

Guy A. Fromme, 528 West Sycamore Circle, Louisville, Colorado, felt
that the City would be setting themselves up for a liability issue.
He stated that it is a very heavily used bike path.

Lance J. Anthony, 521 West Hackberry Street, Louisville, Colorado,
stated that if Mrs. Allenbaugh is anything like him, she is going
to landscape all of her property and cut down the trees. He had
been under the impression that this property was open space for
Louisville. He felt that if she cut down the trees, it would de-
value everyone's property. He'stated that a lot of children play
back there. He felt that if Allenbaugh built a house there, it
would be of a much greater value than their houses that surround
it, which he felt would de-value her house.

14
