Lathrop: <br /> <br />Griffiths: <br /> <br />Lathrop: <br /> <br />Brand: <br /> <br />If, for instance 10 years from now, <br />the needs have changed, can a future <br />Council change this dedication in a <br />period of less than 20 years? <br /> <br />In my view, you are dedicating it to <br />that use for a period of 20 years. <br />If at sometime less than 20 years <br />from now a future Council decided to <br />change the use of it for some other <br />purpose, as a practical matter it <br />could do so unless that change was <br />challenged by someone. They would <br />have to have relied in some fashion <br />upon this previous dedication. <br /> <br />I just hate to prejudge 20 years <br />from now on anything. <br /> <br />It doesn't have anything to do with <br />the amounts of these specific <br />grants, because they're going to be <br />used within this year. The funding <br />agency needed an indication that <br />there was a long term commitment to <br />use that building for arts and <br />cultural purposes. The Governing <br />Board, in conjunction with the other <br />agencies, would be raising money for <br />the renovation of that building soon <br />and there is not any kind of agency, <br />or fund, or trust that would give <br />money for that purpose unless it <br />were designated for that. <br /> <br />Lathrop wondered if it wouldn't be more prudent to do a 10 year <br />dedication, renewable. <br /> <br />Brand stated that 25 years was the time first requested, when they <br />were talking some time ago about a lease with the Arts & Humanities <br />Council. The 20 years was a compromise. <br /> <br />Davidson felt that the other thing to look at was that the Arts <br />Board and the Arts & Humanities Council are going to seek outside <br />money to take what is a dilapidated and unusable building, in it's <br />current state, and turn it into something usable. In return for <br />that, they get to use it for 20 years. He felt that it is a good <br />deal for the citizens of Louisville, the City, and for the people <br />who are going to use it, plus it encourages the arts and humanities <br />in the City, which adds to the Louisville quality of life. <br /> <br />16 <br /> <br /> <br />
