If the annexation were <br />authorized for the Zukaitis <br />property, they would have to <br />initiate a platting process and be <br />successful prior to issuance of <br />building permits. That's true for <br />the property to the south. We have <br />no idea if the platting processes <br />would be corresponding in terms of <br />time. The ROW dedications would <br />have to be addressed at the time of <br />platting. <br /> <br />Davidson figured it would end up with a 749' dead-end street. He <br />wondered what kind of issues that would raise as far as water, <br />sewer, maintaining the street, etc. <br /> <br />Tom Phare, Public Works Director, stated concerning the water, the <br />difference between longer than standard for a dead-end fire line <br />can be addressed through engineering, outside from the pipes. A <br />longer street with a cul-de-sac doesn't present a hugh problem for <br />Public Works. It's a little more difficult during the big snow <br />storms, but not insurmountable. He explained that the cul-de-sac <br />length requirements are more driven by the Fire Department <br />regulations. <br /> <br />Mayer: <br /> <br />It seems to me that whether the <br />property owner to the south or the <br />property owner in this case will <br />have to attempt to meet the city <br />standards. Otherwise, I think they <br />get the historic use. So, my <br />recommendation would be that we go <br />with the RR zoning. If at some <br />future point the two properties are <br />brought together as a PUD, it might <br />be considered.
